Vietnam attends AIPA 32

A Vietnamese National Assembly delegation, led by Chairman Nguyen Sinh Hung, joined delegations from the parliaments of the eight other ASEAN members at the 32nd General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-32), which kicked off in Phnom Penh, Cambodia, on September 20.

Addressing the event, Samdech Heng Samrin, President of the National Assembly of Cambodia, affirmed that, in its second time hosting the AIPA meeting, Cambodia will assure it will do its utmost to make the gathering a milestone for AIPA’s progress.

This is an important and meaningful event providing the best opportunity for all national parliaments to exchange views and work together with their Dialogue Partners to promote integration, strengthen regional cooperation, and contribute to building a prosperous ASEAN Community, he said.

In the name of ASEAN peace-loving people, Mr. Heng Samrin appealed to all Government heads to respect correctly the UN Charter and ASEAN Charters, as well as international institutional and regional mechanisms, to timelytimely resolve the ongoing conflicts for the sake of regional security.

It will lay the foundation to ensure success that will lead to achieving the valued common goal of building an ASEAN Community by 2015.

 

Cambodian Prime Minister Samdech Hun Sen highlighted the achievements ASEAN has made so far, including implementing the ASEAN Charter and the ASEAN Community 2015 roadmap, and pointed out  challenges ASEAN needs to address in order to establish the ASEAN Community and connect ASEAN nations to the global community.

Mr. Hun Sen called for greater efforts in implementing the adopted action plans and initiatives to respond to the challenges in a timely manner and establish a true ASEAN Community.

ASEAN needs the continued support of the parliaments of ASEAN member countries, he stressed.

In a statement at the meeting on the same day, Vietnamese NA Chairman Hung emphasized that AIPA should provide ASEAN with more assistance to further promote relations with its partners, thus creating favourable conditions for an ASEAN Community, strengthening regional connectivity, and narrowing the development gap.

At the same time, AIPA and ASEAN should work closely together to consolidate ASEAN’s centrality in a shaping regional structure, he said.

Mr. Hung also affirmed that the Vietnamese National Assembly will continue to boost friendship and cooperation with its neighbours.

Vietnam will join efforts with the other countries’ parliaments to increase AIPA’s role in creating an ASEAN Community for peace, stability, cooperation, and prosperity, Mr. Hung stressed.

At AIPA 32, Vietnam has proposed an initiative to boost supervision to improve the effectiveness of economic agreements between ASEAN member nations and between ASEAN and other partners.

The Myanmar Parliament was also adopted as an official member of the Assembly at this year’s meeting.

The five-day AIPA 32 meeting will focus on important issues: Strengthening ASEAN Political-Security Community through Intensifying Regional Cooperation and Integration; Promoting and Building a Trust-oriented Community through Consolidating and Strengthening ASEAN solidarity for Prosperity in the Region; Promoting Economic Growth for Sustainable Development toward Narrowing the Development Gap in ASEAN; and Climate Change: Challenges and Adaptation for Economic Growth.

** The meeting of Women Parliamentarians in AIPA convened on September 19, focused on three topics including accelerating the achievement of the Millennium Development Goals-5 through the goals of Woman Parliamentarians; increasing economic opportunities for women as family income earners; and improving women’s roles in dealing with issues of the environment.
