Ben Cat town has well developed the model of "friendly government, friendly office" at administrative agencies and units, building up friendly, close State officials and civil servants. This has greatly contributed to building up an administration for the people in the spirit of "respecting the people, being close to the people, understanding the people, studying the people and being responsible to the people" in accordance with late President Ho Chi Minh's ideology, morality and style.

Through the model of "friendly government, friendly office", the "one-stop shop" departments of the People's Committee of Ben Cat town, its communes and wards have created the motto of "Happy contact, enthusiastic advice and dedicated guidance, active support" and built the “Smile” movement when welcoming people, the model of "People come, people ask, people need"... From the model, communal-level authorities have created small models, facilitating people and businesses in quickly resolving administrative procedures, especially making publicity, transparency in the composition of dossiers, settlement process, charges and time to settle administrative procedures.

Also through the model, Ben Cat town together with its communes and wards have constantly improved the awareness and quality of civil servants. The participation and interaction of the people have also helped all-level authorities see their desires, thereby serving them better and better.
