Social distancing in whole province to well control Covid-19 pandemic

On July 18, provincial People's Committee issued the Official Dispatch No. 3300/UBND-VX on the implementation of social distancing throughout the province from 0:00 on July 19 under the Prime Minister’s Directive 16/CT-TTg dated March 31, 2020 and urgent measures against Covid-19 pandemic in the province. This document demonstrates the strong determination of the province’s entire political system and people in curbing the pandemic.

Drastically fighting pandemic

Talking to us about provincial People's Committee’s Official Dispatch No. 3300/UBND-VX, Duong Chi Nam, Deputy Head of the Environmental Management Department, Head of the Support Team on Covid-19 Prevention and Control under the Ministry of Health in the province said that this is the right, strong and decisive decision of the province in the fight against the pandemic, implementing social distancing across the province for 14 days from 0:00 on July 19 under the Prime Minister’s Directive No. 16/ CT-TTg.

People in Thu Dau Mot city have seriously implemented social distancing under the Prime Minister’s Directive 16 for more than 10 days

Mr. Nam affirmed, this time is extremely important for Binh Duong to simultaneously implement the Directive 16 with other southern provinces. If strongly implementing the Directive 16 together with the "green zone" strategy, Binh Duong will keep up with the speed of pandemic transmission, opportunely controlling and avoiding the outbreaks of the pandemic on a large scale. The principle of social distancing across the province is to isolate family from family, group from group, quarter from quarter, hamlet from hamlet, commune from commune, district from district.

The people must stay at home and should only go out in case of extreme necessity such as buying food, foodstuff and medicine; emergencies; working at factories, production establishments, facilities trading in essential services and goods with civil servant cards or certificates of workplace; strictly keep an interpersonal distance of at least two meters and not gather in groups of more than two people outside the workplace, schools and hospitals, and in public places. The people are also requested to stop moving between localities and areas, from pandemic-hit areas to other localities. The local authorities temporarily suspend all activities of spontaneous markets, strictly manage traditional markets, supermarkets, and commercial centers, raise the anti-pandemic level to the highest level, regularly disinfect, reduce gatherings in shopping…, ensuring safety for pandemic prevention and control.

 “A strong point in this document is that it has upheld the leadership role of the Party, the role of the heads of agencies, collectives, and enterprises in Covid-19 prevention and control; lay the blame on the heads of agencies, collectives, and enterprises if the pandemic occurs at at their units. In my opinion, the role of the local authorities at all levels, sectors, agencies ... is very important and must be done really seriously", said Mr. Nam.

The Dispatch No. 3300 of provincial People's Committee has assigned specific tasks to the People's Committees of districts, towns and cities to deploy and establish new checkpoints in quarters and hamlets; take measures to issue travel cards to people who have real demand for going out; strictly punish cases of violation of the Directive 16, resolutely not to "tighten the outside, loose the inside" in the blockade and isolation areas. Companies, factories, and workshops must meet regulations on Covid-19 prevention and control, especially ensure the "3 on-site" production plan or implement  the "1 road, 2 locations" plan.

Making social distancing, but leaving no one behind

Regarding the issue of ensuring social welfare during the 14-day social distancing period, Mr. Nam analyzed: "When deciding to issue a document to implement the social distancing, leaders of Binh Duong has made a plan on allocating and providing essential goods for people, supporting them in the current difficult period so that no one is left behind. Specifically, provincial Department of Industry and Trade has connected the circulation of goods between provinces and cities, ensuring the supply of essential goods, stabilizing the prices of goods and strictly handled cases of taking advantage of the pandemic to hoard goods, increase prices, destabilizing the market”.

As noted by reporters, the supply of essential goods in residential areas in the province has been relatively stable in recent days. Typically, the province has provided essential goods by mobile shipments of businesses in Phu Giao, Bac Tan Uyen, Bau Bang, Dau Tieng, Ben Cat and other points in the blockade areas. Especially, localities are selling goods at post offices, cultural post offices of communes and wards; strengthening the supply of goods at traditional markets and actively implementing the "online ordering" model.

The issuance of the official dispatch on social distancing throughout the province has shown the local high determination in fighting the pandemic with the goal of people's health put above all. Therefore, during this "golden time" of implementing social distancing, each citizen should raise their awareness and sense of responsibility to the community, strictly following provisions of the Prime Minister’s Directive No.16 in order to quickly defeat the pandemic.

On July 17, Prime Minister Pham Minh Chinh signed the Official Dispatch No. 969/TTg-KGVX on the implementation of social distancing for Covid-19 prevention and control in 19 southern provinces and cities within 14 days. Along with Ho Chi Minh city, Binh Duong and Dong Nai provinces, Can Tho city and the provinces of Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau, Tien Giang, Long An, Vinh Long, Dong Thap, Ben Tre , Hau Giang, An Giang, Bac Lieu, Soc Trang, Tra Vinh, Ca Mau, Kien Giang will also implement the official dispatch within 14 days.

Some main contents in the Official Dispatch No. 3300 /UBND-VX on the implementation of social distancing under the Prime Minister’s Directive 16/CT-TTg and urgent measures for Covid-19 prevention and control in the province:

Departments, sectors, mass organizations, public non-business units, People's Committees of districts and communes must arrange staff to work in rotation, minimizing the number of people working at the headquarters of agencies; perform online work at home, but still have to ensure the completion of assigned tasks; stop unnecessary activities and meetings,  strictly comply with the message "5K" of the Ministry of Health together with measures against the pandemic as prescribed in case of organizing necessary meetings. The head of the units must take personal responsibility for affecting the progress, quality, and efficiency of his/her unit's work and letting officers and employees be infected with Covid-19, due to not strictly complying with regulations on Covid-19 prevention and control at workplace.

The health sector and armed forces are ordered to deploy 100% of their troops on duty. Based on the actual situation, agencies of public service units, essential services and forces participating in Covid-19 prevention and control in the province to arrange staff to work appropriately, ensuring entrusted task.

Under their decentralization to manage administrative boundaries, the People's Committees of districts, towns and cities will establish new checkpoints in quarters for Covid-19 prevention and control; proactively take measures to issue travel cards for people who really need to go out while regularly patrolling, inspecting, controlling, reminding and strictly punishing violations in Covid-19 prevention and control under regulations and the implementation of the Directive No. 16/CT-TTg. Especially, they must resolute not to "tighten the outside, loose the inside" in the blockade and isolation areas; coordinate with industry and trade sector in providing the people with essential goods...
