To accelerate the progress of supporting Covid-19-affected people

To concretize the Government's care for Covid-19-affected people, Binh Duong is actively implementing the Government's Resolution 42/NQ-CP on measures to support people having difficulties caused by the Covid-19 pandemic, and the Prime Minister's Decision No. 15/2020/QD-TTg. However, in order to help units, localities solve difficulties, and give support money to the right beneficiaries, it is necessary to have more effective solutions to speed up the progress. Binh Duong Newspaper had an interview with Le Minh Quoc Cuong, Director of provincial Department of Labour-Invalids and Social Affairs, about this issue.

 -Sir, how are Resolution 42/NQ-CP and Decision 15/2020/QD-TTg of the Prime Minister implemented in the province?

-As of 20th May, Binh Duong province has made payment of support money to a number of groups of beneficiaries under Resolution 42/NQ-CP and Decision of 15/2020/QD-TTg of the Prime minister. Namely, these groups included policy beneficiaries, who are entitled to a monthly allowance, and lottery ticket retail sellers, with the total support amount of more than VND15.4 billion. In particular, there were 6,839 lottery ticket retail sellers with a total paid allowance of more than VND6.1 billion.

According to reports of localities, the province has 18,738 poor and near-poor people, 26,167 social protection beneficiaries to be supported by Decision No. 15/2020/QD-TTg. Other groups of beneficiaries, units and localities are in the process of receiving and record checking. In particular, Provincial Social Insurance is receiving records of 2 enterprises with 1,137 workers in employee contract's temporary suspension; communal People's Committees received, publicly listed 164 business households with an annual turnover of less than VND100 million and in temporary business suspension; 98 employees in employment contract termination but are not eligible for unemployment benefit; 3,587 employees without employment contract and lost their jobs, sent their records to communal PPCs to check income level. Social Insurance agencies, People's Committee at districts, towns, cities have not received dossiers of employers claiming for allowance to support employees (group of employers borrowing loans to pay salary for work suspension.

-Compared with the plan of Ministry of Labour-Invalids and Social Affairs, the implementation progress of this social security supporting package in Binh Duong is slow, could you say more about the difficulties in implementing resolution 42/NQ-CP and Decision No. 15/2020/QD-TTg of the Prime Minister?

-During the implementation process in the province of this welfare support package for people affected by the Covid-19 has encountered some difficulties, because entitled beneficiaries are diverse. A number of beneficiaries belong to many groups, are both lottery ticket retail sellers and poor households, or are both social protection subjects and policy beneficiaries at the same time. Therefore, localities must check thoroughly to avoid overlap...

For the group of freelance workers, unemployed workers who are temporarily residing in the province, the biggest difficulty is the implementation of administrative procedures, confirmation from local government for this group. Binh Duong has about 300,000 self-employed workers and more than 80% of them are people coming from other provinces. Meanwhile, the number of business households that have to stop their business is high, but most have no business registration or have business registration but do not pay taxes, thus they are not eligible to be supported.

The difficulty of businesses due to the Covid-19 pandemic is real. The number of orders decreases, goods cannot be exported, thus most businesses narrow their production and labor, leading to a decrease in revenue but not completely lose revenue sources. Therefore, it is difficult to prove that enterprises do not have revenue or no financial resources to pay salaries to employees to receive Government support. This cause employees to be in temporary work suspension, postponement of labor contracts but in fact be not eligible for Government support.

- In order to speed up the process, what are solutions of Department of Labor, War Invalids and Social Affairs to ensure the Government's support package goes to the right beneficiaries?

- In order to speed up the support progress, Department of Labor, War Invalids and Social Affairs established three inspection teams to monitor the support for people facing difficulties due to the Covid-19 pandemic under Resolution 42/NQ-CP and Decision 15/QD-TTg of the Prime Minister. The key component of these three delegations is Directors Board of the department, the inspection time is from 18th to 22th May. The delegation will work and examine the implementation  progress of the VND62-trillion support package of the Government in districts, towns and cities to capture difficulties and propose solutions to the implementation process at grassroots level.

Previously, Department of Labor, War Invalids and Social Affairs also sent a document to Labor, War Invalids and Social Affairs Offices at districts, towns and cities in the province to enhance dissemination of Resolution 42/NQ-CP and Decision No. 15/2020/QD-TTg of the Prime Minister to the people, to quarters, hamlets, communes, wards and towns. Communication content focused on how to indentify, instruct for supported people as prescribed; image identifier of eligible people for the support package; Q&A about Ministry of Labor, Invalids and Social Affairs' policies.
