To prevent and combat epidemics while recovering the socio-economic development

That is one of the key solutions and tasks in the remaining months of 2020, was set out at the 45th session of the 10th Provincial Party Executive Committee on 8 Oct. This conference also analyzed and evaluated the results of 9-month socio-economic development tasks, and discussed solutions to fulfil tasks in the remaining months of 2020.

To guarantee disease epidemic prevention and control

Speaking at the conference, Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee, said that amidst the Covid-19 crisis, the world economy contained many unpredictable factors, to fulfil objectives and tasks of socio-economic development, defense and security in 2020, in addition to regular tasks, Provincial People's Committee urged administrative sectors and levels to overcome difficulties and challenges, continue to carry out six solution groups in the last 6 months.

According to Mr. Mai, in last months of the year, the province will continue measures to both preventing and combating the epidemic and recovering socio-economic development, achieving the highest growth rate; at the same time, set up socio-economic development plan, State budget estimates, and public investment plan 2021; fully implement policies to support enterprises, solve difficulties, stimulate production and business in each sector; organize trade promotion activities, dialogues with investors, enterprises and industry associations in accordance with the actual situation; develop programs, plans to stimulate consumer demand, tourism development, retail, transportation, catering services...

In addition, the province will strengthen the implementation of measures to manage State budget revenues and expenditures by 2020 in an economical and efficient manner; proactively implement measures of tax exemption and reduction, loan interest rate reduction, debt freezing and debt rescheduling according to regulations; speed up the implementation, disbursement of public investment capital and project compensation and clearance; commence and inaugurate a number of works to welcome the 11th Provincial Party Congress; study and enforce Investment Law 2020 as well as solve investors' problems, prepare all good conditions to welcome a new wave of investment into Vietnam, including Binh Duong.

The report of Provincial People's Committee also emphasizes the prevention and control of Covid-19 epidemic with a strong spirit of determination, timeliness, attentiveness, prevent the epidemic from spreading into the community. On the other hand, it is necessary to have scenarios, general plans to cope with all situations as well as monitor all immigration cases, people coming from epidemic areas to carry out medical testing, monitoring, and quarantine; timely support people affected by the epidemic.

Industrial has gradually recovered

According to Provincial People's Committee, over the first 9 months 2020, the development of Covid-19 at home and abroad affected almost all sectors and fields in the province. Facing this situation, the province drastically implemented the guidance documents of the Central Government on the implementation of dual goals: to prevent and combat epidemic while stimulating socio-economic growth, and quickly establishing a new normal state. In particular, the province has effectively carried out 6 groups of key solutions to ensure the growth target of 2020. Mr. Mai said that industrial production faced many difficulties in the first quarter of 2020. But from the end of second quarter, the epidemic in the country has basically been well controlled, and businesses have received the Government's support, thus gradually recovered their production activities.

During the past 9 months, besides enterprises stabilizing and sustaining their production, there were more than 1,000 new industrial enterprises put into operation, contributing to the increase of the industrial production index of 9 months by 6.74% over the same period last year (9.12%). Investors in industrial parks (IPs) and secondary investors have invested in building infrastructure and factories with a total capital of over 7,000 billion VND (increasing 47.2% over the same period). The IPs attracted foreign investment worth 841 million USD. Enterprises in IPs disbursed $1.73 billion; turnover reached $20.7 billion, exports reached $14.5 billion.

Commerce and service activities over 9 months of 2020 maintained a low growth rate over the same period, due to the impact of the Covid-19. At present, the epidemic have basically been controlled throughout the country, hence trade, service and consumption of the people are increasing again. Total retail sales of goods and services of 9 months was estimated at 185,805 billion VND, up 10.9% over the same period. Import-export activities have been doing well since the second quarter of 2020. Enterprises have made a good recovery, started to export goods to the US, Japan, Korea, ASEAN, some European countries, China... Export turnover was estimated at 19 billion $425 million, up 5.3% over the same period in 2019. The import turnover is estimated at $14,941 billion, up 3.9%; maintained a trade surplus of nearly $4.5 billion.

In addition to the implementation of measures to stimulate economic growth, the province mobilized many resources to take care of the people materially and spiritually. The province completed payment for social subsidies, poor households, policy families, and people affected by the Covid-19. The construction of administrative reform, governmental apparatus to serve the people and enterprises continued to receive attention. Political security, social order and safety in the province was secured.

The report of Provincial People's Committee also pointed out some difficulties and shortcomings, which are: The epidemic continued to develop complicatedly, creating many unpredictable risks and challenges. Index of industrial production, total retail sales of goods and service revenue, exports and imports maintained an increase but lower than the same period in 2019; some workers and people encountered difficulties; Disbursement of public investment capital was low compared to the plan, some key projects were behind schedule...

According to Provincial People's Committee, the growth target of the province in 2020 is 8.5%. To accomplish this growth target, high efforts of all levels, sectors, business communities and people in the province are in need.
