Binh Duong Customs leads in administration reform

Ranking second in the country in customs declaration sheets with the number of staff accounting for only 3% of the whole sector, Binh Duong Customs has over years accelerated administration reform to facilitate businesses’ goods customs clearance. The good deed is valued as the unit leading in administration reform in the entire sector.

Growing pressure

Over the past 10 years, the number of businesses involving in customs procedures has surged over 25% per year with a 31% rise of sheets of customs declaration. This is a huge pressure for Binh Duong Customs, shared Binh Duong Customs vice head Nguyen Phuoc Viet Dung.

 

Binh Duong Customs has made breakthroughs in administration reform.

As statistics, the number of sheets of customs declaration at Binh Duong Customs has accounted for 12% of total sheets of the entire sector, ranking second in the country. The total import-export revenue at the Binh Duong Customs has amounted over 10% of the whole country. In the first 7 months of this year, the total import-export revenue at the Binh Duong Customs reached over US$9bil whilst the country’s total import-export revenue reached $90bil.

According to Dung, the working pressure at the Customs is also governed by the local operation of import-export. Businesses in the province are mainly FDI companies with the sheets of customs declaration of accounting for 83%. This is a complicated managerial form whilst some of businesses take advantage of preferential policies to conduct trade fraud and so on.

Besides, the province has 16 bonded warehouses and 4 other ones. Policies and customs procedures for management of the field remain shortcomings, making great pressure for the Customs.

Breakthrough

In the face of the growing pressure, it is necessary to make a breakthrough in administration reform for the sector, said Dung.

Based on the Project 30, the Customs has applied 118 among 238 administration procedures, relating to the customs sector. Besides, the Customs has applied customs declaration via Internet and managerial software.

However, the breakthrough step of administration reform at the Customs lies on electric customs appliance. The Customs’ branches have applied the appliance with the participation of 123 businesses.

Dung added, the Customs’ goal is to reach about 70% of customs declaration sheets to be conducted on e-customs declaration in late 2010.

Besides, building website, applying the standard of ISO 9001, cooperating with taxation bureau-customs-treasury, implementing “one-door” transactional booths and renovating management have over years contributed to create encouraging results for administration reform at Binh Duong Customs.
