Due to the complicated situation of the Covid-19 epidemic, most of the One-Stop-Shop (OSS) divisions at all levels in the province have changed their methods in receiving and processing documents and procedures for people and organizations.
An official of Phu My ward in Thu Dau Mot city is resolving administrative procedures for people in the conditions of Covid-19 prevention and control
Paperwork urgently processed
Mr. Do Anh Dung, Deputy Chairman of People's Committee of Tan Dong Hiep Ward in Di An city, said that in the past few days, the OSS division of the ward has made many changes in handling administrative procedures for people and organizations. Local People's Committee appoints officers to guide people when they come to contact for administrative procedures in the ward such as measuring body temperature, wearing masks, disinfecting, making medical declarations, and keeping safe distance. Each time of processing procedures for people, they gather no more than 10 people at the OSS division. Local officials have instructed and advised people to only handle procedures that are really necessary and urgent to limit the crowding of people to ensure the prevention and control of Covid-19 epidemic.
During the time of social distancing according to Directive numbers 15/CT-TTg and 16/CT-TTg of the Prime Minister, in the OSS section of communes, wards and townships in the province, good ways of responding to the epidemic in the direction of limiting crowds and changing the form of receiving dossiers have been fostered; however, continuity and efficiency in handling administrative procedures are ensured. Specifically, at People's Committee of Phu Tho ward inThu Dau Mot city, a hotline in handling administrative procedures has been established and the phone number is public on the portal of the ward. In the wards of Hoa Phu, Phu My, Phu Cuong (Thu Dau Mot city), Lai Thieu, An Phu, and Vinh Phu (Thuan An city) ... urgent measures have been taken by the Prime Minister to limit large number of people; staff is arranged to rotate and stay on duty reasonably to quickly solve administrative procedures for the people.
OSS officials have come right to the places to resolve many procedures such as death declaration and death notification. This is a good practice in some OSS divisions that the grassroots should promote as it creates many good feelings among the people and a bond of the people and the authorities at all levels.
Rational official designation
As noted, although urgent measures have been taken to prevent and control Covid-19 epidemic and limit crowds, the wards in Thu Dau Mot city and Di An city have planned to arrange rotating staff being on duty reasonably to solve administrative problems quickly for the people. Specifically, in the wards of Di An city, the number of officials who come to work directly in the ward has been reduced by 50%, instead they were working and handling the work at home through the application of information technology. Mr. Do Anh Dung, Deputy Chairman of People's Committee of Tan Dong Hiep ward in Di An city, said that the ward has assigned 2 working shifts to reduce the number of officials present in the ward by 50%. For the staff who work from home, they have worked seriously to handle the records for people through Zalo and through computer software. That makes an important contribution to the prevention and control of Covid-19 epidemic.
In some wards of Thu Dau Mot city and Thuan An city the number of staff has been reduced by 30 - 50% at the OSS divisions by good practices and people are advised to submit their application by public postal mail. For documents that need to be resolved within the day or urgent, they will be immediately resolved to the people. Mr. Tran Long, who lives in Quarter 1 of Phu My ward in Thu Dau Mot city, said: “I thought I didn't work in the ward. Unexpectedly, when I went to do the birth registration procedures for my child, I was able to quickly process the application without having to wait as long as before because the local People's Committee directed the OSS division to quickly process the application that is necessary for people to limit pending time at the OSS section of the ward.
