The end of a year is usually the time when production demand increases. However, from the second half of 2022, many businesses in the province have been affected by the gloomy global economy. Many businesses have to diminish production, reduce working hours, and cut labor. This has seriously affected the lives of workers, especially when the 2023 Lunar New Year is approaching.

Support for employees

Due to common difficulties of the world situation, from the second half of 2022, exports and production orders of export enterprises in Binh Duong have decreased. Affected businesses are forced to apply measures such as cutting working hours, giving workers rotational leave, and even some businesses have to cut workers.

Phuc Hau Garment Import-Export Company Limited (Thuan An City) is creating jobs for more than 500 employees. However, currently, the company is facing difficulties in finding orders.

Nguyen Ba Hau, director of the company, said that earlier this year, in order to serve the production expansion demand, the company recruited more unskilled workers. However, up to now, the company has to cut 1/3 of the number of workers due to no orders.

To overcome this tough time, the company is also making efforts to adapt to requirements of clients and seek new orders in new markets. Also, the company strengthens construction solutions, training human resource to adapt to the difficult situation of the market; proactively connect and share risks and benefits with other businesses.

In the difficult economic context, in order to help employees feel secure and stabilize their lives, provincial departments, unions and trade unions at all levels planned to take care of employees, especially during the Lunar New Year of the Rabbit in 2023.

Nguyen Van Hung, Trade Union Chairman of Nghe Nang Industrial Company Limited (Di An City), said: “Despite many difficulties, the company strives to guarantee adequate jobs for employees. In addition, the trade union cooperates with Directors Board of to take care of the workers. Especially during the upcoming Lunar New Year, in addition to ensuring full salary and bonus, the company will also organize meaningful spring activities for employees, such as: visiting and giving gifts to workers living in hardship, lucky draws for gifts, giving lucky money at the beginning of new year when workers return to work etc.”

Tran Thi Loan, a worker at Estec Vietnam Co., Ltd (Thuan An City), said that since July, the company’s workers have been off on Saturdays and have almost no overtime working.

“Although this impacts on our income, currently we have jobs to do, we are also happy. This is a common problem at all companies, so we must sympathize with the company to overcome this period together. Hopefully, entering 2023, the economy would be better so that we can return to work as before," Loan added.

Efforts made to recover the labor market

Binh Duong's labor market has been affected by both domestic and foreign economic conditions. In the light of this situation, the Provincial People's Committee, departments, and agencies have implemented policies and solutions to recover and develop the labor market.

Specifically, provincial leaders and localities held many meetings and dialogues with industry associations, FDI enterprises, and trade unions to discuss difficulties of enterprises and employees. Thereby, provincial leaders encouraged and directed departments and localities to have solutions to support businesses and workers facing difficulties.

The Provincial People's Committee asked Department of Labor, War Invalids and Social Affairs to coordinate with the provincial Labor Confederation and localities to grasp the situation of production business and labor cutting in enterprises to have timely aiding solutions.

Besides, the units grasp recruitment demands to have plans for labor supply and demand connection; organize employment transaction sessions and support employees in job transactions; promptly guide enterprises through plan setting for Tet holidays, payment of salaries, bonuses and support regimes for employees.

The Provincial People's Committee also directed Provincial Social Insurance to satisfactorily implement policies on unemployment insurance and health insurance for employees.

Experiencing common difficulties, some businesses, although having reduced orders, try theri best to retain employees through salary support and allowances for workers while waiting for work.

Some needy workers returned to their hometown before Tet, yet they are still on the list and plans of enterprises waiting for work, when the factories get orders again, these workers will be invited to return to work.

On the other hand, provincial Department of Industry and Trade continues to coordinate with Department of Foreign Affairs, departments, and businesses to host many trade promotions, helping factories find new orders and create jobs for employees.

At the 8th session of the 10th Provincial People's Council, the conference explained some issues posed by voters and delegates, including solutions to support businesses and workers, recover the labor market.

Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that the province is urgently completing and submits to Provincial Party Committee a provincial budget plan to support employees during the Tet holiday. In the long term, the province will assist businesses in finding orders, expanding domestic and foreign product consumption markets; support workers to change job, improve skills, introduce jobs.

The province also continues to improve the business environment, reform administrative procedures, create favorable conditions for enterprises to operate stably in order to create jobs for employees.
