On February 8th, 1,501 outstanding youths of Binh Duong will enlist to the army. On the occasion, reporters of Binh Duong Newspaper had an interview with Senior Lieutenant Colonel Le Anh Duc - Deputy Commissioner and Chief Consultant of provincial Military HQ on the recruitment and calling of citizens to enlist to the army in 2023 of Binh Duong province.

- Sir, how has the recruitment and calling of citizens of the province in 2023 been implemented?

- It can be said that in Binh Duong, the recruiting and calling citizens to the army has come into order as a central task of the whole political system under the leadership of the Party Committee, the operation of the People's Committee and the implementation of the Military Service Council at the same level. In 2023, from the province to the district levels, many synchronous measures have been implemented. Therefore, efficiency and quality on the criteria are all improved. The implementation process ensures fairness and democracy to meet the requirements of building a standing and reserve force to be mobilized in the new situation and creating a source of cadres for the locality.

The military recruitment ceremony in 2023 was also well prepared in all respects in accordance with regulations, showing dignity. For this year, Phu Giao district was selected as the venue for the ceremony to receive troops. However, not only Phu Giao district but all localities pay special attention to very thoughtful and solemn preparation because the military recruitment ceremony will show the tradition and pride of the province in general as well as of each locality in particular; thereby, showing the care and concern of the Party Committee, the local authority, and the love of the people for the excellent locals on the way to perform military services.

- Compared to previous years, what is new about recruiting and calling citizens to the army services this year, sir?

- The recruiting and calling up citizens to enlist this year is basically the same as in previous years by complying with the Law on Military Service 2015 and guiding documents under this law. The selecting and calling citizens to enlist in the army have been carried out according to the policy of the Ministry of National Defense and Military Region 7 which is to assign the locality to recruit soldiers in a round manner according to the motto of firm recruiting and ensuring the target in the army in all 3 levels. Therefore, in addition to the key units that are allowed to penetrate the policy according to regulations, the remaining units are penetrated on the file.

- How do you rate the quality of young people matriculating in 2023?

- Based on the content of guiding documents of the Ministry of National Defense, Military Region 7, Party committees and local authorities at all levels have concretized in writing the leadership and direction of the Military Service Council. Departments, branches and mass organizations at the same level thoroughly understand and strictly implement the process of selecting and calling citizens to join the army. Accordingly, priority is given to selecting citizens with high education, good health, children of CPV cadres, cadres and civil servants in order to improve the quality of recruitment and call up citizens to join the army. Therefore, the quality of young people enrolled is quite high.

Localities are busy preparing for the army conscription camp in 2023

In 2023, the province was assigned the target of recruiting 1,501 citizens by the Command of Military Region 7 and assigned to 14 focal points of the receiving units of the Ministry of National Defense and the military zone. On the basis of the district level in close cooperation with the military receiving unit to finalize the official list and reserve, the province organized the issuance of orders to 1,576 citizens with a reserve rate of 5%. In which, CPV members are 30 youths, class 1 and 2 health 994 citizens, the young people who were recruited as cadres and civil servants 6 people, children of cadres and civil servants 51 citizens, young people who have been recruited to volunteer for the army 337 people. There are 58 citizens at the intermediate level, accounting for 3.86%, colleges 116 citizens, accounting for 7.73%, university degrees 229 citizens, accounting for 15.26% compared to the target of 1,501.

- In order to encourage young people who have been recruited to confidently go on any missions, how has the army's rear work been carried out by the Party Committees and authorities at all levels, sir?

- From activities to visit, encourage, and give gifts to selected youths, as well as active-duty soldiers, it can be seen that the policy of military has been specially approved by the Party committees and local authorities at all levels for their special interests. Before the recruitment round, the Party Committees and local authorities at all levels directed departments, branches and mass organizations to set up groups to regularly follow and visit each household to encourage and give money and gifts to motivate the young people who have been recruited and their families.

Before and during the 2023 Lunar New Year, delegations visited and gave gifts to selected families and young people. On average, each gift was from VND 1.5 to 3 million. In addition, the delegations also researched and grasped the family economic situation to promptly advise the Party committees and local authorities in leading, directing the implementation, and creating conditions for young people to be selected to feel secure to perform the military services.

Along with visiting and giving gifts to selected young people, local authorities and committees also organized visits and gifts to local families and children who are performing military services at border and island units, showing the local interest and monitoring for the elite youths ahead. At the same time, the ceremony to welcome the soldiers who completed their military service to return to their localities was also held very thoughtfully and respectfully. Typically, for this year, Dau Tieng district continues to organize the "Soldier Spring" program to meet and honor discharged soldiers returning to the locality and interact with young people who have been recruited. The locality also actively cooperated with businesses to prioritize recruitment to work after discharging soldiers to their localities, and to select elite soldiers who wish to work in agencies, departments, branches and unions to create a source of cadres for the locality.

- The enlistment day is near, do you have any message to the young people who have been recruited?

- In the past time, with practical, specific and meaningful actions, the image of "President Ho Chi Minh's army" in the hearts of the people has been brilliant. I believe that Binh Duong youths with enthusiasm and health will promote the glorious tradition of their homeland to study, practice and cultivate moral qualities, contributing to building a strong army. Surely the gunmen defending the fatherland should be worthy of the titles of the province's elite youths. By the way, I would also extend a message to all of them in the military environment to feel secure in their thoughts and try to overcome the initial problems to strictly abide by the military's discipline to become the elite soldiers - worthy of the title "President Ho Chi Minh's army".
