Idea contribution to develop Binh Duong Province

Early April 24, Binh Duong Provincial People’s Committee held a seminar on locomotive initiatives to develop Binh Duong Province and global integration. Attending the seminar was Associate Professor and Ph.D. Tran Dinh Thien who is Director of Vietnam Institute of Economics, Mr. Nguyen Huu Tu who is Deputy Secretary of Binh Duong Provincial Party Committee, Mr. Tran Thanh Liem who is Deputy Chair of Binh Duong Provincial People’s Committee, and nearly 400 delegates who are domestic and foreign economists and scientists among leaders of local departments, provinces, and Southern economic zone.

Achievements

Addressing the seminar, Mr. Tran Thanh Liem, Deputy Chair of Binh Duong Provincial People’s Committee, asserted that a purely agricultural province of Binh Duong had made good use of its position in the sense of innovation, energetic, daring, and risk taking. Accordingly, Binh Duong Province eyed thorough breakthroughs with strong transformation. As for economic sector, Binh Duong Province has been one of the highest growing localities with strong urban development.

According to Ph.D. Le Xuan Nghia, a financial expert, Binh Duong Province eyed prominent development thanks to investment luring, low cost land and housing, good infrastructure and financial services, excellent logistics, and proximity to Ho Chi Minh City. However, the foundation has not been strongly established due to low technology qualifications of Vietnam and lacking of an effective financial center. Besides, competitive advantages have been reduced for being mainly dependent on FDI and more and more costly workmanship payments. Ph.D. Le Xuan Nghia asserted that Binh Duong Province should concentrate on development of major industry and auxiliary industries, technology application center, and neo-technology integrated enterprises. Additionally, other policies of talent luring and human resources for researches and development, and financial supporting system should be developed.

For sustainable development in Binh Duong Province

Associate Professor and Ph.D. Tran Dinh Thien asserted that Binh Duong Province should reach for high-tech in all socio-economic fields within 10 to 15 years. He drew attention to 3-level development by series of measures. And provincial level, Binh Duong Province should gather and improve power of economic groups while orienting to investment luring, particularly in fields of industry, services, and urban development in replace of the so-called non-discrimination investment luring based on short-term and particular preferential treatments. As for industry and agriculture, Binh Duong Province should concentrate on some powerful groups at the position of determining global production series. As for services and urban development, Binh Duong Province should contact famous urban development groups and diversified groups of influence on global tourism. The target is that Binh Duong Province should be attractive with global integration competence.

Contributing his ideas for Binh Duong Province targeting to become type 1 urban area and a city of governmental management by 2020, architect Nguyen Tan Van, Chair of Vietnam Architecture Association proposed that Biinh Duong Province should, at the soonest, set up high-speed traffic system to connect Ho Chi Minh City and national traffic joints from Tan Son Nhat and Long Thanh airports, Cat Lai Port, and Thi Vai Port to shorten the connection of Binh Duong Province to national gateway. High-speed routes, sky rail and motorail connecting Binh Duong Province with Ho Chi Minh City should be robustly promoted. This should be considered as the cornerstone for prevention of traffic jams.

Addressing the seminar, Mr. Nguyen Huu Tu, Deputy Secretary of Binh Duong Provincial Party Committee, asserted that the sustainable development requires knowledge and efforts of experts, investors, and the community to set up effective and optimal measures for Binh Duong Province. The new initiatives shall help Binh Duong Province plan for development with obstacles removed. Binh Duong Province authority highly appreciated the contributions of the seminar to supplement draft documents to be submitted to the upcoming Provincial Party Congress.
