Improving the operational efficiency and quality of People's Councils at all levels

Yesterday afternoon (April 4), provincial People's Council Standing Committee held a meeting to collect opinions on completing the Project "Iimproving the operational efficiency and quality of the People's Councils at all levels of Binh Duong province in the new period". Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee; Nguyen Van Loc, Member of provincial Party Standing Committee, Chairman of provincial People's Council and Nguyen Truong Nhat Phuong, Vice-Chairwoman of provincial People's Council chaired the meeting.

Overcoming shortcomings

At the meeting, Nguyen Truong Nhat Phuong, Vice-Chairwoman of provincial People's Council said that during the half tenure of 2021-2026, provincial People's Councils at all levels had many positive changes in operational contents and methods as well as fulfilling their functions and tasks. However, the organization and activities of People's Councils at all levels over the past time have still had certain shortcomings, have not fully promoted their roles, positions, functions, tasks and power under regulations and have not maximized the effectiveness and efficiency of the local State agencies yet.

There are still difficulties in organizing the operational apparatus of People's Councils at all levels. For example, for the Standing Committee of the People's Council and committees of the People's Council at provincial level, the heads of provincial People's Council committees do not have a member-level structure, so there are certain difficulties about the position when the People's Council committees organize supervision over agencies and units whose heads are members of the committee. Meanwhile, at the district level, full-time delegates of the district-level People's Council, except for Tan Uyen city, have only 3 people, including 1 vice-chairman, 2 committee heads or 2 committee deputy heads, so they have difficulties when fully implementing all duties under to the provisions of law. At the commune level, according to regulations, there are only the vice-chairman of the commune-level People's Council with full-time operation and the remaining delegates with part-time operation...

In the thematic supervision activities of People's Councils at all levels, there are still some shortcomings in effectiveness and efficiency. The reason is that the majority of People's Council delegates do part-time work, so some delegates rarely participate in supervision activities when they are structured as members or participate, but do not have opinions because they do not have time to study documents. Skills and professional qualifications to serve the supervision of some delegates are still limited. Espencially, at the commune level, supervision activities are almost organized by the Vice Chairman of the People's Council, from setting up plans, outlines, organizing supervision and reporting supervision results, so the quality of supervision is not good, not meeting requirements...

The meeting aimed at receiving opinions to complete the project with quality and efficiency, suitable for the new period, greatly contributing to improving the operational efficiency and quality of the People's Councils at all levels of Binh Duong province. Specifically, provincial People's Councils at all levels focus on planning a constingent of full-time People's Council deputies with professional qualifications and in-depth understanding of the fields for each term; have a plan to train and foster people who are planned to be full-time People's Council deputies; arrange the committee structure of the People's Council for each term in the direction of having at least one head of provincial People's Council's committee doing full-time work to participate in the Party Committee in order to strengthen the position of the provincial People's Council committee. For committees of district-level People's Councils, the committee head and deputy head are all full-time delegates. They also need to improve meeting management methods, shorten the time for presenting reports; increase time for making discussion, contributing ideas to meeting contents....

Making operations more and more professional

From speeches and opinions during the meeting, delegates and voter representatives focused on sharing experience, good, creative and effective ways in operation while frankly discussing and giving opinions to clarify difficulties. They  also said that the implementation of the project needs to propose specific solutions to gradually overcome shortcomings in operational reality, creating positive and effective changes in activities of People's Councils at all levels in the remaining half term and the following years, thereby promoting the power and responsibilities of elected bodies while affirming that the People's Council is truly a local State agency, representing the will, aspirations and people’s right to mastery...

Speaking at the meeting, Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee evaluated that the Project on "Improvement of the operational efficiency and quality of People's Councils at all levels of Binh Duong province in the new period" was drafted scientifically. Particularly, the project has highlighted the direct and comprehensive leadership of the Party Committee at the organizational structure and activities of the People's Councils at all levels in the province. The project identifies key innovative tasks and solutions to create strong changes and create motivation to improve the operational efficiency and quality of People's Councils at all levels; improves the qualifications, capacity and sense of responsibility of People's Council deputies to become more professional; strengthens coordination between People's Councils at all levels with People's Committees and Fatherland Front Committees at the same level in the process of implementing tasks, ensuring an increasingly close, synchronous and effective coordination relationship...
