Opening session of the 13th session of the People's Council of the 10th term in seeking solutions to "take off"

Yesterday of December 7, the 13th session of the 10th Provincial People's Council took place, marking the first working day. Attending the session were Mr. Nguyen Hoang Thao, Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Nguyen Van Loc, Member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial People's Council; leaders of the Provincial Vietnam Fatherland Front Committee, departments, committees, sectors, National Assembly delegates, and Provincial People's Council delegates.

Overcoming difficulties, stabilizing the economy

In his opening speech at the session, Mr. Nguyen Van Loc, Chairman of the Provincial People's Council, stated that 2023 would be a year of complex and challenging fluctuations, with many unfavorable and unpredictable developments in the global and regional economic and political situations. This has had a negative impact on the overall economic growth, investment, consumption, and exports of the country in general, and Binh Duong province in particular.

In that context, the entire political system, business community, and people of the province have united their efforts to overcome difficulties and challenges, and continue to maintain economic growth. Production and business activities have gradually recovered positively, improving the lives and incomes of the people. Up to this point, the province has basically completed the tasks of 2023.

“The achievements in 2023 were thanks to the strong leadership and guidance of the Provincial Party Committee, the sense of responsibility and collaboration of the Provincial People's Council; the dynamic and effective management of the Provincial People's Committee; the efforts, unity, and determination of all levels, sectors, organizations, the business community, and the people in the province to successfully implement the targets and tasks of the 2023 plan, laying a solid foundation for the province's development in the coming years,” asserted the provincial chairman.

Major criteria accomplished

At the session, Mr. Nguyen Loc Ha, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, reported that in 2023, thanks to early forecasting and assessment of difficult and challenging situations, the Provincial People's Committee has directed the implementation of resolute and effective tasks and solutions in all fields. The results of the socio-economic situation of the province have gradually recovered and developed month by month, quarter by quarter, achieving many positive and overall objectives set forth.

The Gross Regional Domestic Product (GRDP) in the province is estimated to increase by 5.97% this year. The service sector has shown strong growth, with trade and services recovering quickly. There is an abundant supply of goods, and the consumer price index is under control. The agricultural sector continues to develop steadily, with ongoing technology transfer to support the restructuring of the agricultural industry in conjunction with the construction of new rural areas.

In 2023, the total social investment capital in the province is estimated to reach 164,300 billion Vietnamese dong, an increase of 11% compared to 2022. The management of state budget revenues and expenditures is ensured to meet the budget estimate, with total state budget revenues reaching nearly 73,300 billion Vietnamese dong. The cultural and social sector continues to undergo positive transformations; social welfare and social security policies are well implemented; diverse activities in information, culture, and arts contribute to improving the material and spiritual life of the people.

The province continues to complete its organizational structure; review and improve the functions and tasks of departments and sectors; implement administrative reform of the State with determination and effectiveness; with a focus on cutting and simplifying administrative procedures linked to the implementation of comprehensive online public services. Through analysis and evaluation, the province has implemented measures to enhance the PCI, PAPI, SIPAS, PAR INDEX indicators, particularly focusing on improving low-ranking indicators and reducing points according to central regulations. The goal is to strive for Binh Duong to become a leading province in digital transformation by 2023.

Developmental measures discussed

At the session, the delegates focused on evaluating and discussing the situation and results of implementing the targets and tasks for socio-economic development, national defense, and security in the province in 2023. They also reviewed and decided on the objectives, targets, tasks, and solutions for implementing the socio-economic development plan in 2024, in line with the objectives of the socio-economic development plan for the period 2021-2025. In this regard, the delegates focus on discussing, proposing, and presenting solutions to continue the recovery and development of the socio-economy, effectively address employment issues, take care of and improve the people's livelihood in the province.

In 2024, the Provincial People's Committee identified 36 key indicators for socio-economic and environmental development, with the goal of increasing the Gross Regional Domestic Product (GRDP) by 8 - 8.3% compared to 2023. Aligned with the set tasks of the Provincial People's Committee, Ms. Tran Thi Minh Hanh, Head of the Economic and Budget Committee of the Provincial People's Council, proposed emphasizing additional solutions: The focus should be on directing the resolution of bottlenecks, difficulties, and obstacles for businesses, restoring frozen markets, mobilizing investment resources, especially from economic components; promptly and effectively addressing obstacles in determining land prices for businesses to fulfill their financial obligations.

During the plenary session, numerous suggestions were made to enhance measures for industrial development in conjunction with urban infrastructure development and international integration; to continue reviewing the existing bottlenecks in major industrial projects in order to expedite their commencement and operation; The province prioritizes attracting high-tech investors, semiconductor chip technology, electronic circuits, clean energy, renewable energy, and artificial intelligence. In addition to industrial development, the province needs to promote the restructuring of the agricultural sector towards increasing the value of smart, circular agricultural production, adapting to climate change, and associated with building new rural areas to enhance development.
