Major policies issued
In 2024, Binh Duong will implement its socio-economic development plan amidst a general context of many difficulties and challenges. However, under the close direction of the provincial Party Committee; the strict supervision of the provincial People's Council, the resolute management of the provincial People's Committee; along with the support of the people and the business community, the socio-economic development situation of the province continues to achieve positive results in various fields. Specifically, the gross regional product (GRDP) is estimated to increase by 8.0%, with the average GRDP per capita reaching 182.6 million VND.
To achieve positive socio-economic results over the past year, there has been significant contribution from the decisions of the provincial People's Council. In carrying out its functions, duties, and powers as stipulated by law, the People’s Council has issued many resolutions that have contributed to promoting the socio-economic development of the province. In 2024, the Standing Committee of the People’s Council organized 6 sessions; among them, there were 4 specialized sessions. Accordingly, at the meetings, the provincial People's Council has decided on important issues according to the practical requirements of the locality, ensuring the legality for the operation of the provincial People's Committee in a timely manner.

At the specialized sessions, the People's Council of the province has voted to approve 38 resolutions, including 13 legal normative resolutions and 25 specific resolutions. At the 16th session (regular meeting in mid-2024), the People's Council of the province evaluated the situation and results of implementing the resolutions of the People's Council of the province regarding the tasks for socio-economic development and law enforcement in the province for the first 6 months of the year and the directions and tasks for the last 6 months of 2024; consideration of reports in accordance with the regulations of the Law on the Supervision Activities of the National Assembly and the People's Councils; conduct questioning and respond to questions; at the same time, review some important contents and carry out personnel work. As a result, the session voted to approve 12 resolutions, including 5 legal normative resolutions and 7 specific resolutions. At the 19th session (annual meeting at the end of 2024) coming up, the provincial People's Council will assess the implementation of the socio-economic development plan for 2024, the direction and tasks for 2025, and some other important contents.
Companionship with the People’s Council
The Standing Committee of the provincial People's Council, in 2024, will ensure that the organization of the sessions is carried out in accordance with regulations. In particular, specialized sessions will be organized to promptly issue resolutions that meet the practical needs of the locality; thereby reflecting the collaboration of the provincial People's Council with the provincial People's Committee in implementing the directives and resolutions of the provincial Party Committee and the Standing Board of the provincial Party Committee regarding the timely development of the province's socio-economic situation; simultaneously creating an important legal basis for various levels and sectors to organize the implementation of political tasks of the locality in 2024 and the following years, contributing to the promotion of socio-economic development, and ensuring national defense and security in the province.
For example, the provincial People's Council has issued a resolution on the regulation of mechanisms to support the implementation of investment projects for the construction of social housing in Binh Duong province. According to the delegates, this resolution is issued to promptly implement the views, orientations, and policies of the Party, as well as the laws of the State regarding social housing development in the province in accordance with the provisions of Housing Law No. 27/2023/QH15 and the national housing development strategy. At the same time, the resolution creates a legal framework for state management agencies on housing to effectively perform their assigned functions and tasks. From there, accelerate the progress of deploying as well as attracting investment projects for social housing in the province, striving to achieve the target of social housing development by 2030 according to the approved housing development program, meeting the housing needs of the people, especially workers and low-income individuals who lack housing.
Accordingly, the resolution stipulates a mechanism to support the implementation of investment projects for the construction of social housing in Binh Duong province, such as: Supporting 50% of the costs for building technical infrastructure within the social housing project, including transportation works, communication, energy supply, public lighting, water supply, wastewater collection and treatment, solid waste, and other works (excluding technical infrastructure systems inside the construction), but support shall not exceed 5 billion VND per project; 100% exemption for the level of fees for construction permit issuance according to the resolution of the People's Council of the province regarding the regime for collecting, submitting, and managing fees for construction permit issuance in Binh Duong province.
Resolution on the pilot establishment of the Public Administrative Service Center of Binh Duong Province aims to help organizations carry out administrative procedures beyond traditional administrative boundaries in a practical way, with the goal of placing citizens and businesses at the center, as key players and driving forces in designing the model; using the satisfaction of organizations and individuals as a measure of quality and effectiveness of services beyond traditional administrative boundaries. At the same time, this is also a solution to change the mindset and awareness of the team of officials, civil servants, and public employees in performing their duties.
At the 16th regular session (mid-year 2024), the provincial People's Council issued resolutions on the Decision regarding the adjustment of the resolution of the provincial People's Council on the list of projects and construction works subject to land recovery in 2024 in Binh Duong province; Decision on the level of business registration fee; Decision on the expenditure and the level of expenditure for the implementation of projects to build a learning society in Binh Duong province; special resolution on support policies for drug prevention and control in the province.
Mrs. Nguyen Truong Nhat Phuong, Vice Chairwoman of the provincial People's Council, stated that the provincial People's Council continues to effectively perform its role in deciding on socio-economic development policies of the locality, ensuring high quality, efficiency, and effectiveness; and is preparing to organize the provincial People's Council sessions as stipulated by law in advance to actively coordinate with the provincial People's Committee to promptly and effectively resolve issues arising between two sessions of the provincial People's Council in order to facilitate the provincial People's Committee in its management and operation tasks, implementing socio-economic development tasks, and ensuring national defense and security in 2025.
