Stable economic growth and assured social welfare, confirmed the 3rd session of the 11th tenure Executive Board of Binh Duong provincial Party Committee

Yesterday morning of April 23, Binh Duong provincial Party Committee held the 3rd session of the 11th tenure provincial Party Committee; Tran Van Nam, member of the Party Central Committee cum Secretary of the provincial Party Committee and Head of the provincial National Assembly Delegation chaired the meeting. The plenum focused on assessment of socio-economic development, defense – security, CPV building work, building the political system in the first quarter of 2021 and continuing to contribute opinions to the draft action plans to implement the Resolution of the 11^th provincial Party Congress of 2020-2025 tenure.

Stable socio-economic development

The report of Binh Duong provincial People's Committee on socio-economic development and national defense-security in the first quarter and key tasks in the second quarter of 2021 showed that the regional and international situation had many unfavorable developments as the Covid-19 continued in complicated developments and cases of infection occurred in the community in the province had affected local socio-economic development and security. However, the province's socio-economic situation continued to achieve positive results. Industrial production achieved a good growth as the industrial production index increased by 6.9% from 2020. Total retail sales of goods and service revenue reached VND 65,292 billion, increasing by 8.7% year on year. The total realized investment capital for social development was nearly VND 22,000 billion, increasing by 10.3% year on year. Attraction of domestic investment (as of March 31) was valued at VND 30,794 billion; foreign investment attraction (as of March 31st) was valued at USD 468 million. Budget revenue (as of March 31) was VND 19,753 billion, gaining 34% of the estimation made by the provincial People's Council, increasing by 8% year on year. Social security work had been concerned and implemented effectively. The province was focusing on the implementation of vaccination against Covid-19 for the forces working in the quarantine area, and the medical staff who directly take samples, test, trace and work against Covid-19.

In the second quarter of 2021, Binh Duong province continues to implement the Resolutions No. 01/NQ-CP and No. 02/NQ-CP dated January 1, 2021 of the government. Research, study, understanding, propagation and implementation of the Resolution of the 13^th Congress of the Party are organized; programs, plans and schemes to implement the Resolution of the 11th provincial Party Congress are developed and the work of the economic census and administrative establishments in 2021 are continually well implemented. The “dual target" to prevent, control and fight the Covid-19 epidemic is going on while production and business activities are promoted. The site clearance, compensation and clearance are sped up; difficulties and obstacles in the process of local land and urban planning and land use are guided and removed. The program of developing the urban system in association with the construction of smart city Binh Duong and regulations on management and use of apartments and high-rise buildings are fulfilled.

Proactive transformation of CPV construction

Report on construction of CPV and the political system in the first quarter of 2021, the key directions and tasks in the second quarter of 2021 showed that in 2021, the Party committees have paid attention to strengthening their leadership and direction to create positive changes in all aspects. In particular, the province quickly learned and thoroughly grasped up the Resolution of the 13^th Congress of the Party and the Resolution of the 11th provincial Party Congress associated with the development and implementation of action programs and breakthrough plans to implement resolutions of the Party Congress at all levels. The ideological situation of officials, party members and people was stable and excited when the epidemic was promptly controlled; and, for the third time in a row, Binh Duong was honored by the World Smart City Community as one of 21 cities or regions of the world's typical smart city development strategy.

The construction of CPV and the political system in the second quarter of 2021 will be focused on a number of key tasks, which are the organization to serious and thorough study the Resolution of the 13^th Party Congress among cadres, party members and the people masses; the Action Plan to implement the Resolution of the 13^th Congress of the Party, the Resolution of the 11^th Congress of the provincial Party Committee according to the plan are urgently formulated and implemented. Leadership, direction, inspection and supervision to well prepare in all aspects so that the election of deputies to the 15th National Assembly Delegation and members of the People's Councils at all levels for the 2021-2026 tenure will be assured to take place safely, economically and in accordance with regulations and become a real political festival of the people. Leadership is continued for the effective implementation of Central Resolutions on the organization of Party construction in association with the implementation of Project 711 of the Standing Committee of the provincial Party Committee and in association with directing the implementation of staff streamlining, the organization arrangement, the operational quality of the apparatus and the contingent of cadres and civil servants in the new stage. The work of ensuring political security, social order and safety before, during and after the election of deputies to the 15thb National Assembly Delegation and People's Councils’ deputies at all levels for the 2021-2026 tenure are leaded and directed.

Concluding the meeting, Tran Van Nam highly appreciated the results of the implementation of socio-economic development tasks and the assurance of national defense and security of the province in the first quarter of 2021. Thanks to innovative ways and determination of the Party Committee, authorities and the people, the province has achieved positive results in the prevention and control of the Covid-19 epidemic to maintain the socio-economic development speed and ensure social security. Relevant sectors and units should continue to perform well a number of key tasks in the second quarter, that are to focus on investment in infrastructure construction and administrative reform, attention to improving PAPI and PCI. The Secretary of the provincial Party Committee requested to focus on implementing the planning steps in 2021-2030 with a vision to 2050 according to the plan and regulations. In particular, the establishment of a land use plan for 2021-2030 and a land use plan in 2021 must be completed. Speeding up the site clearance progress of key projects should be sped up. Currently, the implementation progress of works in the cultural field is still slow. In the second quarter of 2021, it is necessary to calculate and complete the works of the War zone D memorial area; the new Hung Vuong School project; Nguyen Sinh Sac memorial work; early commencement of a number of roads and flyovers to ensure uninterrupted traffic for socio-economic development. For real estate issues, it should be agreed which projects are allowed by the Provincial People's Committee to be publicized on the Internet, which projects are not sold publicly on the Internet; the Department of Construction must handle and restore order to ensure transparency and publicity in accordance with the laws.

The Secretary of the provincial Party Committee also requested to well implement a number of key contents in the second quarter, which are absolutely non-subjective in the prevention and control of the Covid-19 epidemic. Close coordination among all levels and sectors and improvement of the responsibilities of businesses, employers and each worker should continue. Implementation of measures to ensure successful organization of election of deputies to the 15th National Assembly Delegation and People's Councils at all levels for the 2021-2026 tenure should continue. Review of Project 711 of the Standing Committee of the provincial Party Committee to evaluate and propose to the government on the payroll situation of Binh Duong should continue. Propagation of the implementation of action programs to implement the Resolution of the 13^th Party Congress and the Resolution of the 11^th Congress of the provincial Party Committee should continue.
