Last weekend, Binh Duong provincial Party Committee held the 6th Conference of the 11th provincial Party Congress (extended session). Mr. Tran Van Nam, Member of the Party Central Committee, Secretary of the provincial Party Committee chaired the conference. The conference focused on assessing the situation of socio-economic development and defense - security status; Party building, political system construction in the first 6 months of 2021 continued to contribute ideas to draft a number of action programs to implement the Resolution of the 11th Provincial Party Congress of 2020- 2025 tenure.

Economic growth rate stable

The report of the provincial People's Committee on the socio-economic development situation and national defense-security in the first 6 months of the year and the direction and tasks for the last 6 months of 2021 showed that in the first 6 months of the year and in the context of the ongoing Covid-19 epidemic the socio-economic situation of the province continued to achieve positive results. Accordingly, the province's economy was maintained at a stable growth rate. Gross domestic product (GRDP) in 6 months increased by 7.23% over the same period, which was higher than the growth rate of the whole nation. Industrial production’s IIP index was estimated to increase by 8.23%. Total retail sales of goods and services was estimated at VND 131,700 billion, increasing by 10.4%. Export turnover was estimated at USD 17.1 billion (increasing by 47.2% over the same period); and trade surplus of USD 3.8 billion. New budget revenue reached VND 36,600 billion, increasing by 23% over the same period. Total social development investment capital was estimated at VND 55,200 billion (increasing by 10.7%). The province has attracted USD 1,410 million in foreign investment, increasing by 46% and VND 53 trillion in business registration, increasing by 78% over the same period in the first 6 months of 2020.

The economy was maintained at stable growth, showing the plan for disease prevention and control and, at the same time, promoting production and business efficiency. The Covid-19 epidemic has spread on a large scale, especially into businesses in industrial parks, but the province is still controlling the epidemic situation and focusing on solutions to prevent, repel and stamp out the epidemic for socio-economic development. Enterprises and production facilities have adapted to the new situation, in general, ans production was stable.

Along with ensuring the implementation of economic development goals, the province regularly took care of and well implemented social security. In 6 months, 25,500 people were employed. For the fields of culture, physical training and sports, education - training, information and communication, science – technology etc., positive developments have been maintained. In particular, the province has implemented many drastic solutions to prevent and control the Covid-19 epidemic in the area; to strictly comply with the Government's directives on the prevention and control of the Covid-19 epidemic.

The indicators of competitiveness and administrative reforms at the provincial level have made great improvements in scores and rankings; Binh Duong smart city project continues to be implemented with programs and projects according to the roadmap; and Binh Duong Smart Zone was honored by the ICF World Smart Community Forum in the top 7 regions and cities with typical smart city development strategies in the world. External activities, investment and trade promotion shall be organized in an appropriate form. Political security, social order and safety in the area are maintained and stable.

According to the provincial People's Committee, for the goals and tasks of the last 6 months of the year, the whole political system has steadfastly implemented "dual goals" of effective disease prevention and control to prevent the spread of disease in industrial parks and hostels and maintenance of socio-economic development to ensure social security and to strive to achieve and exceed the set targets. At the same time, the province focused on speeding up the implementation and disbursement of public investment capital (in the first 6 months of the year, the implementation and disbursement of public investment capital was low, which was less than 20% of the plan). Focus shall be made on removing difficulties and creating favorable conditions for production and business activities, and promoting economic growth. People's lives, especially those affected by the epidemic are taken good care of. Businesses and workers are timely supported to stabilize and return to normal activities when the epidemic is under control.

The conference spent a lot of time discussing, analyzing and clarifying the results and the causes of limitations in the implementation of the tasks in the first 6 months of the year; at the same time, they contributed ideas and opinions on the goals and tasks in the last 6 months of the year, especially in the field of Covid-19 epidemic prevention and control, socio-economic development, education - training, social security. association, Party building work, and political system construction.

Speaking at the conference, Mr. Tran Van Nam highly appreciated the results of the implementation of socio-economic development tasks and assurance of the national defense and security of the province in the first 6 months of 2021. He said that in the current situation, due to the severe impact of the Covid-19 epidemic, the results are very good and quite comprehensive. That is the launching pad for the province to effectively implement the goals and tasks in the last 6 months of the year and the following years.

Agreeing with the solutions of the provincial People's Committee in implementing key tasks in the last 6 months of the year, Mr. Tran Van Nam noted a number of issues that need attention, which are continual promotion of the inherent tradition of solidarity of the Party Committee and people of Binh Duong through many generations to successfully carry out the tasks with the highest determination. Meetings of People's Councils at all levels are well organized to consolidate the entire personnel apparatus. Identification ofo infrastructure investment, administrative reforms, and application of information technology in areas that are key and key tasks for Binh Duong in the coming time are endured. Assurance of social security, especially in the context of the current epidemic situation affecting people's lives are regularly paid attention to. He asked the relevant authorities to carefully assess the living standards of the people to have better solutions to take care for the poor and nearly-poor households and workers.
