Joining hands in child protection and care

The whole province now has a total of 478,000 children or 19.4% of total population. Over the past years, the province’s action programs and plans on child protection and care helped reduce the rate of the local children with special circumstances and child groups at a high risk of falling into special circumstances to 1.9%. There were 100% of the local children with special circumstances receiving regular support in order to integrate into the community and develop.

Efforts in propaganda

Nguyen Loc Ha, Vice-Chairman of provincial People’s Committee said that over the past years, provincial Party Committee, People’s Council and People’s Committee paid more attention to implementing action programs for children. The province opportunely realized policies on child protection and care with positive results, contributing to stabilizing the local social welfare. In addition, the province focused on carrying out some major programs, including provincial child protection program for 2016-2020 period; provincial program on prevention of child laborers for 2017-2020 period… The province’s plan on child drowning prevention for 2018-2020 period; action plan for children affected by HIV/AIDS for 2014-2020 period…were also implemented well.

In recent years, the province’s sector of labor, war invalids and social affairs advised provincial People’s Committee on issuing documents instructing sectors, departments and the People’s Committees at all levels to carry out activities on child protection and care, including organizing the action month for children to educate and raise agencies, organizations and families ‘responsibility in child protection and care…Accordingly, the province organized more than 900 ceremonies launching the action month for children and launched communication campaigns on child protection, prevention of child abuse and violence in communes, wards, absorbing around 45,000 participants…

Since 2012, the province’s sector of labor, war invalids and social affairs has maintained the operation of hundreds of clubs on children’s participation rights, children with prevention of injuries and accidents, HIV/AIDS prevention. Each club is around 30 children, including children with extremely difficult circumstances, those at a high risk of falling into special circumstances. Developing the above clubs has helped the local people pay more attention to bring up their children.

Improvement of management capacity needed

Over the past time, the province’s sector of labor, war invalids and social affairs organized training courses for more than 150,000 cadres who are in charge of child protection and care at communal level, collaborators in communes, wards, teachers and baby-sitters…The sector also held 50 training courses on violence prevention, the Law on Children for more than 5,000 participants; supported free swimming classes for nearly 10,000 children with a total expense of more than VND4billion…In addition, the province coordinated with other sectors to regularly organize programs, plans on children protection and care…

Nguyen Ngoc Hang, Vice-Chairwoman of provincial Department of Labor, War Invalids and Social Affairs said that over the past time, along with positive results, the province’s child protection and care have still faced shortcomings for change. Whilst, according to Mr.Ha, in order to well realize provincial action program for children between 2021 and 2015, the Steering Boards of the programs at all levels and socio-political organizations across the province need to further boost coordination; continue strengthening communication work by many forms, raising public awareness of child protection and care; continue speeding up socialization in child protection and care, mobilizing more resources to effectively carry out this task.
