Administrative procedure reform tied to friendly government building

In the first nine months of 2018, administrative procedure reform (APR) activities in the province continued to see good changes to a transparent and effective administration in association with building "Friendly Government and offices". Dossier-receiving and -returning divisions at all levels were set up modernly, creating favorable conditions for people and enterprises.

Focusing on leadership

In recent years, Provincial People's Committee (PPC) has been determined to direct all levels, departments, district-level and commune-level People's Committees to take APR as a central and regular task. Many APR directives were issued by PPC. In 2017, the province's plan set up 33 APR tasks, and all tasks reached 100% target. In 2018, the plan identified 38 key tasks, so far, 13 tasks have been completed and the remaining tasks are regular in the plan year. Up to now, the province has implemented APR contents in line with Resolution 30c/NQ-CP, Decision 225/QD-TTg, intensified propagation activities on mass media in various forms.

 

Public servants of OSS divisions at provincial level settle administrative procedures for the people.

From the focus on leadership, many APR tasks were completed. Specifically, the system of legal documents was finalized, the review and systematization of legal documents was carried out regularly. OSS regime was implemented comprehensively, synchronously at all 3 levels of government. Dossier-receiving and -returning divisions were modernly built up. Administrative procedures are open and transparent in terms of compositions of dossier, settlement process, fees, and time of settlement, especially on official websites of PPC, departments, district-level People's Committees. The performance quality and sense of responsibility of civil servants was constantly improved; The training and upgrading of the quality of human resources was focused... These have created good condition for the people and enterprises to fulfill administrative procedures.

In particular, Binh Duong tied APR to the model of "Friendly Government and offices" building. OSS divisions from provincial to commune levels combined this model with annual PAR tasks. This model created a clear change in civil servants. Department of Home Affairs and PPC recorded sharp changes, namely a serious working attitude; at the same time, directed to make good the shortcomings of each unit and locality. Governmental bodies and localities actively changed and rearranged OSS divisions, reception areas, showing a high sense of responsibility in changing the way of serving the people, thus were appreciated by the people and enterprises.

Deputy Minister of Industry and Trade Tran Quoc Khanh, head of APR inspection delegation, said in a recent visit to Binh Duong province, Binh Duong did a very good job of APR according to missions set by the Government. Modernization of the administration continued to be strongly invested, step by step meeting the requirements of local integration in the new situation. The application of ISO and information technology into the operation of state administrative agencies has contributed to creating transparency, publicity and seriousness in the State administrative management, which is a good foundation for developing e-government.

Turning towards a transparent administration

In the coming time, Binh Duong will continue to focus on effective implementation of the Government's resolutions on socio-economic development, improvement of the investment environment, business support and cooperation. Binh Duong will also continue to implement APR contents. PPC asked directors, heads of agencies and localities to keep promoting responsibilities of the head, to strengthen administrative discipline; identify administrative procedure control as one of the key tasks; At the same time, mobilizing the intellectual contributions of civil servants to the settlement of administrative procedures in service of people and enterprises, determining the political task in building a professional administration for the people.

PPC also required agencies and unions to improve qualifications of civil servants, especially those working at OSS divisions; heighten the quality and operational effectiveness of provincial Public Administration Center, modern OSS divisions at districts. In the coming time, PPC will continue investing and improving the quality of OSS at commune level, increasing the number of inter-agency administrative procedures under state management, expanding connection to commune level. To step by step build a service-oriented, professional, modern, dynamic and responsive administration, Binh Duong province will step up the application of information technology in operation and activities of governmental bodies and complete the construction of e-government in the province...
