Specifically, dog owners have to register their pets with authorities to receive booklets of dog management. In addition, dog owners are fully responsible if their animals bite anyone or cause any damage, and will be fined if the dogs defecate in public. The regulation also restricts each household to a maximum of five dogs. Those desiring to raise more should get approval from the local animal health department.

To ensure traffic safety and rabies control in dogs, the provincial People’s Committee has steered agencies to monitor dog raising registration and management. In addition, localities should set up steering boards of rabies control and excel measures against rabies in the province.
