Experience in site clearance for projects in Dau Tieng district’s Long Hoa commune

To implement a project on upgrading and expanding DT749A street at the section through Long Hoa commune, the locality has to recover land from people in 5 out 7 hamlets, mainly in two hamlets of Long Tho and Long Dien. Tran Thi Phuong, Permanent Vice-Secretary of Long Hoa communal Party Committee said that the work of compensation and site clearance to hand over sites to construction units went quite smoothly. After completing measurement, statistics...together with a decision on the land unit price approved by provincial People's Committee, functional sectors has made compensation for people. According to Mrs. Phuong, the compensation and land clearance took place quite smoothly as a result of the close and drastic direction of the district’s Party Standing Committee, People's Committee, the efforts by the district’s agencies, the communal People's Committee and heads of hamlets, especially the consent of the local people.

For example, Nguyen Dinh Phuong, residing in Long Dien hamlet, has nearly 70 square meters of land in front of DT749A street that must be cleared. This is part of the area of ​​two grocery stores that are doing very well and are the main source of income for his family. However, when receiving a decision on land acquisition, his family was one of the commune’s first households to accept the handover of land to the State for project implementation. He said: “The price of land and assets on land has been calculated by the State, so my family has nothing to worry about. My family is very supportive of the expansion of the road because it not only facilitates people’s travelling, but also contributes to making Long Hoa urban area get more and more modern and civilized ... ".

Also located on the front of DT749A street, Tran Thi Giang Chau's household has a fairly large clearance area, with over 350 square meters. This is part of the coffee shop and part of the yard where Mrs. Chau lives. She said: “My family acclaims the State in making the street. This is because people here are increasingly crowded, but the streets are small. Therefore, traffic safety is not guaranteed. It is said that this project will also add a drainage system, so we are very happy. This is because every time it rains, the center of the commune is flooded, getting worse and worse day by day. Hence, the local people are looking forward to the construction of the project with progress sped up...".

Excelling at mass mobilization

The reason is that there is consensus of the people in the compensation, clearance and land recovery, besides the correct and sufficient calculation to avoid disadvantage for people, the advocacy and propaganda work for people to understand the purpose and significance of the project is very important. Therefore, right after the decision on land acquisition from people in the area was issued to implement the project of upgrading and expanding DT749A street, the communal Party Committee and People's Committee thoroughly grasped and set up a plan to implement the assignment of tasks to departments while making dissemination of information about the project among people.

Vu Thanh Hung, Head of Long Dien hamlet said that the hamlet's mass unions together with group leaders went to each household to propagandize the purpose and significance of the project. In addition, mass organizations of the commune and hamlets integrated propaganda about the practical benefits of the project among people at their meetings.

Besides, the Party Committee, People's Committee of the commune and relevant sectors always listened to and promptly answered people’s reasonable questions and aspirations, contributing to creating a high consensus among people. That was the "key" for the commune together with functional sectors to well perform the compensation and clearance work when implementing the project of upgrading and expanding DT749A street over the past time...

The lesson on mobilization and propaganda to create consensus among people is not new. But, the task can be promoted at the right time, with the right people and with the responsible and sincere involvement of the Party committee and government, it will be effective. The compensation and site clearance to implement the project of upgrading and expanding DT749A street in Long Hoa commune is an example for this.
