Law-making quality to be improved for synchronized basis

In the morning of March 15, under the chairmanship of the Speaker of the National Assembly Nguyen Thi Kim Ngan, the Standing Committee of the National Assembly opened its 54th session, giving comments on the draft reports on summary of the 15th term of the National Assembly and the National Assembly Standing Committee.

Presenting the draft report, the General Secretary of the National Assembly, Chairman of the National Assembly Office Nguyen Hanh Phuc stated that in the past 5 years, the 14th National Assembly has promoted and improved the quality of legislative work, creating a legal basis of synchronization for the country's rapid and sustainable development as well as for the good life of the people by maintaining the independence, sovereignty and security of the nation along with international integration in peace, friendship and cooperation in equality.

In the past 10 sessions, the National Assembly has passed 72 laws, 2 ordinances and many resolutions containing legal regulations. Of the endorsements, there are many laws holding the position and fundamental role in the legal system along with laws or policies enacted for the first time, having a great, comprehensive and profound impact on the socio-economic life to meet the requirements of practice. Many resolutions on mechanisms and policies are breakthrough to express the timeliness and drasticity of creating a legal corridor on organizational reform, socio-economic development, and solutions to problems and shortcomings in practice.

According to the draft report summarizing the activities of the Standing Committee of the National Assembly as presented by the Secretary General of the National Assembly, Chairman of the Office of the National Assembly Nguyen Hanh Phuc, the Standing Committee of the 14th National Assembly has keep on improving and innovating to direct and administer the preparation for sessions of the National Assembly and to ensure the convening and implementation of the agenda and the meeting's review in accordance with laws. Standing Committee of the National Assembly has issued 2 ordinances and 32 resolutions containing legal quality assurance. In the supervision, the Standing Committee of the National Assembly has drafted a monitoring program to submit to the National Assembly for consideration and decision to ensure strict, quality, efficient, and consistent manner to the practical situation and aspirations of the voters and the people.

In particular, in 2020, the Standing Committee of the National Assembly has promptly commented and decided on many policies on taxes, fees, credit and social security to support people and businesses to overcome difficulties due to Covid-19 pandemic. The Standing Committee of the National Assembly has issued 46 resolutions on the arrangement of administrative units at district and commune levels in 45 provinces and centrally-run cities for 2019-2021. It has considered and decided to establish, merge, and adjust the boundaries of administrative units at district and commune levels in 25 provinces and cities directly under the central government.

Speaking at the meeting, members of the National Assembly Standing Committee unanimously agreed that the 14th term was successful as the tasks assigned by the Party, voters and people have been fulfilled to make an important contribution to the overall success of the nation. In addition, the Standing Committee of the National Assembly also contributed many specific comments to finalize draft reports before submitting them to the National Assembly at the 11th session.

In the morning of the same day, the National Assembly Standing Committee gave comments on the preparation of the 11th session of the 14th National Assembly. It is expected that the opening session will be on March 24 and closing on April 8. The total working time of the National Assembly is 12 days (contingency for April 9).
