Political security and social order assured

Early July 12, Binh Duong province organized its conference partially summing up the first 6 months of 2017 regarding the internal political activities, corruption fighting and prevention, and judicial reforms. Attending and chairing the conference was Pham Van Canh, the permanent Deputy Secretary of Provincial Party Committee cum Chair of Provincial People’s Council and leaders of Internal Political Affairs of Provincial Party Committee and related departments including police, military, inspectorate, people’s court, and justice.

In the first 6 months of 2017, the determination and efforts of the entire political system and agencies regarding internal political activities, corruption fighting and prevention, crime prevention, judicial and administrative reforms have contributed to the assurance of political security and social order in the province, creating trust among people strata and investing enterprises in the province.

Political security and social order assured

In the first 6 months of 2017, political security and social order have been maintained. Agencies of the province have fulfilled their assignment while unifying and mobilizing all people strata to strictly observe decisions and policies of the Party and laws of the State. Thereon, the duties of national defense, security, judicial and administrative reforms have been fulfilled to create political power preventing and fighting corruption.

Regarding political security, the subjects of sabotage have been uncovered and suppressed not to incur complex situations. In economic fields, strikes have declined from previous term. The causes of strikes were attributed to salary payments. However, the cases have been resolved by coordination of functional agencies. In the first 6 months of the year, 396 cases of criminal and social order violation have been incurred, reduced by 122 cases year on year. Of the cases, investigation bodies have processed 340 cases with nearly 500 subjects related. The police forces have recovered 57 motorcycles and assets of nearly VND 1 billion from crimes.

Besides, police forces have uncovered 211 cases of addictive drug use and dealing, capturing 394 related subjects. The functional agencies have also retained 2,400 people in facilities of drug addiction treatment and detoxification. In economic field, 350 law breaching cases of 359 subjects have been uncovered with commodities confiscated at the cost of over VND 8 billion; 45 cases of 54 related subjects have been forwarded to competent authority for processing. In the field of environment-related crimes, the functional forces have uncovered 125 cases of raw waste release to the environment, illegal mineral tapping, unsafe and dirty foods, non-sterilized animal slaughtering. Thereon, 61 cases of the cost of over VND 3.7 billion have been uncovered. Regarding social evils, functional agencies have discovered 104 cases with 559 gambling subjects and 30 cases of prostitution with 66 related subjects.

To improve internal political activities and assure social order

Addressing the conference, Pham Van Canh, the permanent Deputy Secretary of Provincial Party Committee cum Chair of Provincial People’s Council highly appreciated the efforts and endeavors of agencies and departments in internal political activities. From the beginning of 2017, Provincial Party Committee has issued commanding directives to effectuate national defense and local military activities, security and order, police force construction, fire prevention and fighting, rescue, fighting and prevention of corruption in 2017, and the implementation of Conclusion No. 05/KL/TW of Politburo on improvement of Party leadership in crime fighting and prevention in the new stage. Thereon, political and social order situations in the province have been maintained while Party committees and local authorities have effectively implemented resolutions, directives, programs, and plans of Provincial Party Committee regarding internal political affairs and fighting and prevention of corruption in 2017.

Functional agencies have coordinated and consulted to successfully fulfill major political duties in the first 6 months of the year. Measures of security and order assurance have been enforced against well-investigated situations to avoid passive reaction due to sudden occurrence. Coordinated patrols, attacks, and suppression of crimes should be enhanced, especially in bordering and major areas, contributing to assurance of social security and order in the province. People’s national defense is constructed along with people’s security tactics. Besides, all-level Party committees and departments should take care of their commands for effective information dissemination and education of laws and law enforcement among inspection activities and public reception for denunciation and appeals.

Pham Van Canh also highly appreciated the good coordination of judicial agencies in investigation, processing, and enforcing laws against cases in the manner of assignment, coordination, and supervision in accordance with judicial reforms. Judicial staffs have been gradually standardized and offered facilities meeting the requirements in the new stage.

Stressing on major tasks to the end of 2017, Canh required all-level Party committees and authorities to focus on leadership and direction of directives of Provincial Party Committee on enhanced leadership of the Party in national defense and military activities. As for security and order assurance, he required that the construction of police forces and all-level people’s procuracy should be effective involving judicial activities to resolve civil, administrative, and criminal cases. Judgments and decisions of the court of legal effects should be tightly supervised. Concerned agencies should be proactively coordinated with to timely resolve appeals and denunciation in judicial activities. For two-level people’s court, Canh required for promotion of prosecution and resolution of cases and criminal law enforcement to ensure quality and progress designated by people’s Supreme Court. Hearing quality of court session should be improved to create active transformation of hearings and assurance of strict, clear, and legal manner. Civil law enforcement is required for classification and review of cases for legal enforcement. Inspection is required to be promoted in fields of violation including management of land and natural resources, environment protection, and capital construction.

As for judicial sector, Canh required for effective assistance of legal activities in accordance with planning including the reforming scheme of Provincial People’s Committee. Regular coordination with prosecuting agencies for information dissemination and elaboration of legal assistance rate to the concerned subjects and defendants who are eligible of legal assistance should be carried out.
