Provincial NA deputy delegation proposes solutions to serve people, businesses in digital transformation

Nguyen Thi Ngoc Xuan, Deputy Head of provincial National Assembly (NA) deputy delegation said that as surveyed, a part of cadres and civil servants, especially communal-level ones, have not fully equipped in terms of digital transformation and their awareness of this task was not high. Programs and plans on digital transformation have not yet identified sectors and fields that need to be prioritized and focused in accordance with the reality of each locality, conditions and capacity of the society.

In addition, a number of departments, sectors and localities have not yet set up plans to implement digital transformation under the report of provincial People's Committee; a number of targets in digital transformation plans have not been trained, guided and periodically assessed and surveyed, causing difficulties for establishments in the implementation process.

Although propaganda on digital transformation was regularly carried out, its content was still not specific, making people and businesses get confused for application. This limitation was also reflected in the results of the survey when 78.5% of enterprises had a high level of interest in digital transformation, but 40% of enterprises reported that they did understand much about this task; have not yet set up appropriate policies to encourage businesses with digital transformation as well as forming up a contingent of business consultants on digital transformation.

Provincial National Assembly deputy delegation realized that this is a completely new field, with little experience, and insufficient resources to meet requirements, so there has been no clear change in the implementation process. Many results were only at the digitization level, but not at the real digital level. Therefore, provincial National Assembly deputy delegation has made recommendations to the government, provincial Party Committee and People's Committee, with focus on proposing feasible and practical solutions to meet the requirements of digital transformation to serve the people.
