Implementing national target program on smart, model new-style rural construction

Binh Duong determines that building new-style rural areas is a never-ending task, with the ultimate goal being to improve the material and spiritual lives of rural people, shortening the gap with urban areas. The reality shows that all-level authorities, sectors and localities in the province have made efforts in synchronously deploying the program with socio-economic development plans, harmoniously linked with the local urban development roadmap.

Positive results

Deputy Prime Minister Tran Luu Quang has just chaired the 5th online meeting with localities on the implementation of the National Target Program in 2023, key tasks and solutions in the coming time. According to a report at the conference, with the National Target Program on new-style rural construction, the whole country now has about 78% of communes meeting new-style rural standards, 280 district-level units in 58 provinces and cities recognized for completing the task of meeting new-style rural standards. The rate of poor households under multidimensional poverty standards is 2.93% of total.

For Binh Duong, no separate capital is allocated to implement the local new-style rural development program. The province has integrated capital sources for socio-economic development under the State budget decentralization to district level; promoted the mobilization and integration of capital sources to implement the National Target Program to invest in works, projects and activities with the same goals and contents, implemented in the same area to promote investment efficiency. As a result, mobilizing resources to build new-style rural areas by 2023 reached more than VND4.81trillion, including more than VND 653 billion from State budget and more than VND 4.16 trillion from credit capital. Binh Duong has no outstanding debt in implementing the National Target Program on new-style rural construction.

The province's new-style rural construction program has been actively, proactively and creatively implemented by the entire political system. Many rural infrastructure projects have been built and upgraded, gradually meeting people’s needs for production and daily life. Hi-technology-based and organic agricultural models applying have been expanded, contributing to increasing farmers' income. The quality of education, healthcare, people’s cultural and spiritual lives has been improved constantly.

Currently, the whole province has all 38 communes (except An Dien, An Tay communes in Ben Cat town and An Son commune in Thuan An City that have been planned to be wards) meeting new-style rural standards, reaching 100%.  As of late 2022, there were 29 out of 41 communes meeting advanced new-style rural standards, reaching 70.73%. For 9 communes registering to achieve advanced new-style rural areas in 2023, they are rechecking and completing recognition documents. The whole province currently has 3 out of 6 districts and towns, namely Dau Tieng, Ben Cat and Tan Uyen, meeting new-style rural standards and completing the task of building new-style rural areas. Through reviewing under the new set of criteria, up to now, 3 districts have basically met the criteria, but have not been recognized for meeting the standards, due to district planning not being approved under regulations.

Key tasks and solutions

Along with achieved results, the implementation of the National Target Program on new-style rural construction in 2023 still has some shortcomings. With the group of environmental criteria, it is very difficult for the province to reach the requirement that the percentage of households classifying solid waste at source is ≥ 50% in the current period. The province has a high rate of urbanization and industrialization, a rapidly growing population, so maintaining criteria for health, culture, education, security and order... is difficult. The province does not allocate separate capital to invest in the program, but integrates it with socio-economic development capital. Therefore, it finds hard for the province to synthesize and report capital sources for the implementation of the program under the form...

Binh Duong has proposed 5 key tasks and solutions to continue propagandizing and implementing the set of criteria for advanced, model new-style and new-style rural communes and districts towards smart new-style rural construction; deployed and improved the quality and effectiveness of the movement of "The whole province joining hands to build new-style rural areas" in association with the campaigns of "All people uniting to build civilized urban and new-style rural areas"; "All people uniting to build cultural lifestyle"; promptly praised, rewarded organizations and individuals with outstanding achievements in emulation movements and campaigns.

The province is also urgently completing district planning and commune-level overall construction planning, ensuring synchronous connection with provincial planning space and regional planning, associated with the implementation of the Prime Minister’s Directive No. 04/CT- TTG dated February 7, 2023 on orientations for developing rural architectural planning in Vietnam, creating identities and preserving communication architecture. The province has reviewed and evaluated indicators under the model, advanced newly-style rural and new-style rural  criteria of localities that have been recognized for meeting standards under the criteria of previous periods; set up plans, solutions and allocate resources to continue investing in quality improvement to ensure targets that are equal to or exceed those in the set of criteria issued for the period of 2021-2025.

In addition, the province has further promoted production development towards restructuring the agricultural sector, developing the rural economy associated with the urbanization process, promoting digital transformation, applying information technology and building smart new-style rural areas; improved the quality of vocational training for rural workers, paid attention to the development of cooperative economy and cooperatives while safely managing epidemics and practicing clean agricultural production, safe agriculture and managing farming areas. The province has also synchronously and effectively deployed the contents of the “One Commune One Product Program” (OCOP) program, striving so that each commune and the whole province have more branded, valuable and competitive OCOP products with high competitiveness, promoting community tourism towards sustainable rural economy; focused on implementing the goals and tasks of each thematic program under the new-style rural construction program approved by the Prime Minister.
