In unified hearts and minds to construct Binh Duong of prosperity and beauty

Binh Duong province embarked on the implementation of the Resolution of the 11th Party Congress of 2020-2025 term amidst numerous difficulties and challenges, particularly the severe impact of the COVID-19 pandemic on all aspects of socio-economic life and the health and well-being of the people. However, under the flexible and timely guidance and support of the central government, the concerted efforts, unity, creativity, and high determination of the entire political system, business community, and people have effectively achieved the objectives and tasks in the first half of the term of the congress, laying the foundation for successfully completing the goals of the entire term.

The emergence

In 2023, despite the COVID-19 pandemic being under control, the lingering effects of the disease continue to impact the implementation of the province's goals and tasks within the context of a global economic downturn. However, thanks to collective efforts, unity, and a sense of responsibility within the political system, business community, and all layers of the population, the province's socio-economic development continues to remain resilient, serving as a shining example within the region and the country. The economic growth rate reached 5.97%, although it did not meet the set target, the growth in the following quarter remained higher than the previous quarter and higher than the national and regional average. The economic structure continues to shift in the right direction. The per capita GRDP is estimated to reach 172 million VND, an increase of 2 million compared to 2022. Import and export activities faced difficulties, but the trade surplus was maintained at a level of 7 billion US dollars.

Urban planning is increasingly being prioritized in terms of quality and investment resources. In particular, the innovative region of Binh Duong has been honored by the International Intelligent Communities (ICF) as the top community with exemplary smart development strategies in the world. National defense and security have been maintained firmly; foreign affairs and investment attraction linked with human resource training continue to be actively directed, with increased frequency, expanded markets, expanded Party's foreign relations, state diplomacy, and people-to-people diplomacy achieving significant results and shining highlights in 2023.

The work of building the Party and the political system is given significant attention, regularity, and timeliness. The work of the front and mass mobilization continues to be renewed with a strong focus on the grassroots, regularly engaging in direct dialogue with the people, stimulating creativity, autonomy, unity, and effective coordination with the government, agencies, and departments, promoting the implementation of initiatives, particularly achieving notable results in the implementation of the "Citizen Participation in Building a Cultured and Civilized Lifestyle in Binh Duong Province, Phase 2021-2025" initiative, has significantly contributed to raising awareness of building a civilized urban lifestyle among all segments of the population.

Breakthroughs of developmental acceleration

2024 is a pivotal year in the implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term. Based on the forecast of complex and unpredictable developments in the international and global economic situation, intertwined with favorable conditions and challenges, the province's common viewpoint is to achieve breakthrough development and accelerate progress significantly. In order to achieve a breakthrough in accelerating development, in 2024 and the following years, the province will continue to deepen its leadership and management efforts with utmost dedication, in order to overcome difficulties for businesses. It will also enhance investment in key transportation infrastructure, particularly the interregional connectivity system.

In addition, the province is focusing on promoting foreign investment, implementing resolute innovation and digital economic development, green transformation, and sustainable development. Emphasis is placed on attracting key industries and sectors such as high technology, the 4^th Industry Revolution, net-zero, green, ecological, environmental protection, and labor and land efficiency. The use of clean and renewable energy is closely linked to administrative reform solutions, the establishment of e-government, and the application of information technology to facilitate the digital transformation in order to build a smart city in Binh Duong.

The province will continue to accelerate the progress of key projects, while commencing the construction of the Belt Road 4 in Ho Chi Minh City and the Ho Chi Minh City - Chon Thanh expressway. Efforts will be made to promptly resolve difficulties and ensure compliance with investment procedures. Emphasis will be placed on overcoming obstacles, developing the real estate market, and enhancing the construction of commercial and social housing. Gradual elimination of dirt roads within the province's territory will be carried out in accordance with the principle of collaboration between the State and the people.

The province continues to enhance investment in the education sector, from infrastructure to teaching staff, developing models of happy schools and smart schools. It will also continue to implement the coordination of the three parties: the State, schools, and businesses to attract high-quality human resources training. Develop startup models, innovation, and implement new policies in attracting, training, and nurturing human resources to meet the requirements of industrialization and modernization; continue to enhance the assurance of national defense and security, deeply focus on grassroots, guide and assist the grassroots security system, and ensure a strong grassroots political system; to coordinate the handling of security and order issues right from the grassroots level; to focus on Party building and the construction of a progressively clean and strong political system.

With the tradition of unity nurtured through generations, along with the determination for self-reliance, self-strengthening, and aspirations for progress, the Party, authorities, and people of Binh Duong province will continue to unite and overcome difficulties, achieve and surpass the set targets and tasks for 2024, contributing to the successful implementation of the Resolution of the 11th provincial Party Congress.
