Paying attention to protecting and caring for children towards comprehensive development

Binh Duong province has always paid attention to children's work to ensure the best implementation of children’s rights. The implemented programs have created opportunities for children to develop comprehensively with physical and mental equality.

Joining hands in child protection and care

Recognizing that child care, education and protection are a long-term strategic issue, authorities at all levels, sectors and mass organizations of the province have well organized child protection, care and education with many encouraging results. In particular, the province has implemented many programs to support children with difficult circumstances, namely "Spring with difficult children", "Children's Day June 1", "Mid-Autumn Festival and ceremony awarding scholarships to poor-but-excellent pupils”…

In addition, for child support getting more and more abundant and practical, bringing spiritual encouragement, Binh Duong has also organized amusement activities for children on summer vacations and awarded scholarships to poor children with excellent academic achievements.

According to Nguyen Loc Ha, member of provincial Party Standing Committee, Vice-Chairman of provincial People's Committee, in the Action Program for Children in the 2021-2030 period, the province has set a common goal of ensuring the implementation of children’s rights for comprehensive development in order to meet the requirements of building quality human resources for socio-economic development and international integration; creating a safe, healthy and friendly living environment, contributing to fulfilling the goals of the 2030 Agenda for Sustainable Development.

The province’s action program for children in the period of 2021-2030 has two targeted groups with many goals on comprehensive development of children, healthcare, nutrition for children and child protection. To achieve the above goals, the program has also proposed 7 groups of tasks and solutions, including strengthening the direction, guidance and coordination of departments, agencies, sectors, mass organizations and localities in the implementation of the program's goals; perfecting laws and policies to ensure the implementation of children’s rights and solve children’s issues; developing a service system to meet the implementation of children's rights with the integration and coordination of healthcare, education, justice and social welfare services; prioritizing a service system on child protection.

Especially, the province has strengthened communication and education on skills to exercise children's rights and obligations; mobilized the society to realize goals on children and solve issues on children; ensured resources for the execution of children’s rights and targets on them; prioritized resource allocation on child protection. The province will mobilize organizations, businesses, families and individuals to contribute resources to executing children's rights, goals on children and solving issues on children. On the other hand, the province will strengthen inspection and inspection; set up a database to monitor and evaluate the implementation of policies, laws, programs and goals on children.

Drastic implementation

Towards the comprehensive development of children and preparation of high-quality human resources for international integration and development, provincial Department of Labor, War Invalids and Social Affairs has just held a conference to implement the National Action Program for Children in the period of 2021-2030, with the participation of 170 delegates, including members of all-level Steering Committee of the Action Program for Children, leaders and civil servants in charge of children, representatives of the Divisions of Labor - Invalids and Social Affairs of districts, towns and cities, chairpersons and vice- chairpersons of the People's Committees of 91 communes, wards and townships.

At the conference, Nguyen Thi Nga, Deputy Head of the Department of Children under the Ministry of Labor - Invalids and Social Affairs deployed contents on the Government’s Decree No. 130/2021/ND-CP dated December 30, 2021 stipulating penalties for administrative violations in the field of sponsorship, social assistance and children; the Prime Minister’s Decision No. 23/QD-TTg dated January 7, 2021 approving the National Action Program for children in the period of 2021-2030.

Also at this conference, Mrs. Nga highly appreciated Binh Duong province's attention in children's work, especially in the mobilization of resources to take care of children. She emphasized that the problem of child abuse is still complicated and there are still children dying, due to injuries, etc. Therefore, localities need to strengthen and improve propaganda about child care, protection while well equipping children with skills.

In order to better protect and take care of children, it is necessary to further raise the awareness of the roles and responsibilities of Party committees and authorities at all levels in child protection and care, with focus on exercising children’s participation rights in their issues; especially promote propangada and education activities, improving and building a sense of responsibility of agencies, organizations, individuals and families for the execution of children's participation right; improve the capacity of all-level authorities, organizations and individuals on State management, knowledge and skills to execute children’s participation rights.
