Public administration reform index 2022: Many localities rise up

On July 23, Binh Duong Provincial People's Committee held a conference to announce PAR Index 2022’s results of departments, agencies, People's Committees of districts, towns and cities, People's Committees of communes, wards and towns in the province. The meeting was attended by Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and leaders of provincial departments, branches, districts, towns and cities. The announced results clearly reflected the direction, administration, and implementation of PAR, including the role and political determination of units and localities in the province.

Thu Dau Mot City takes the lead in PAR Index in six consecutive years

At the conference, Ly Van Dep, Deputy Director of Provincial Department of Home Affairs, delivered reports and announced results of the PAR Index 2022. According to the announced results, the PAR Index 2022 of departments, agencies, and branches shows that the average index 2022 reached 84.31 points, Department of Culture, Sports and Tourism leads the way with 92.57 points, then comes Department of Construction, Department of Agriculture and Rural Development, Department of Justice, Department of Health...

At the district level, Thu Dau Mot City leads with 96.89 points. This is the sixth year in a row that Thu Dau Mot city leads the PAR index at district level. Tan Uyen City rose to second place with 91.60 points, followed by Ben Cat Town, Bac Tan Uyen District, Dau Tieng District, Bau Bang District, Di An City, Phu Giao District, and Thuan An City.

At the commune level, Hoa Phu Ward People's Committee (Thu Dau Mot City) leads with 97.67 points, followed by Phu My, Phu Loi, Phu Tan, Phu Tho, Phu Cuong, Hiep An, and Phu Hoa wards of Thu Dau Mot. A noticeable thing is that in all top 10 wards of PAR Index 2022 at commune level announced by Provincial People's Committee are from Thu Dau Mot City...

Mr. Ly Van Dep acknowledged that the PAR Index 2022 of departments, agencies, district-level People's Committees, and commune-level People's Committees show quite accurately and comprehensively the actual implementation of PAR at agencies, units, localities. Thereby, it shows that many PAR fields and tasks continue to have good and stable changes; at the same time, the efforts and determination to accelerate the PAR of units and localities in the province have brought remarkable results, increasingly recognized and appreciated by people and businesses.

However, the results of the evaluation and ranking also show that some criteria and component criteria are still low, have not met the requirements, and there is also a clear difference between localities in the implementation of these contents. These limitations and inadequacies stem from both objective and subjective reasons. The announcement conference is also an opportunity for units and localities to study and analyze data, thereby, to issue and implement remedial solutions.

To keep improving

Speaking at the conference, Chairman of Provincial People's Committee Vo Van Minh acknowledged the efforts of departments, divisions, branches, districts, towns, cities, communes, wards, and townships in the PAR work in 2022. The Chairman of Provincial People's Committee ordered the whole political system to continue to involve in, improve the PAR Index, contribute to creating motivation for Binh Duong's stronger development.

He suggested that heads of agencies, units, and localities strengthen the reviewing, analyzing, evaluating results, and drawing lessons from the implementation process of the PAR Index 2022; promote the advantages and role of the leader in administrative procedure reform, handling administrative procedures; strengthen the review, reduction, and simplification of administrative procedures in an effective and substantive manner. Along with that is to promptly publicize and update administrative procedures on public service web portals, websites of agencies, units and localities; avoid posting and publicizing forms, declarations, or regulations on administrative procedures that have expired, causing difficulties for people and organizations as searching and implementing administrative procedures.

The Chairman of Provincial People's Committee requested agencies and units to implement 100% of eligible online public services in network environment. For any digitized procedure, a standard process must be resolved, internal processes should be developed, and the implementation process must be unified in the province; focus on the implementation of project to renew the single-window mechanism combined with digital transformation and brand identity with the goal of "administrative service, user is the center" which is implemented in 2023. The Provincial People's Committee will prioritize resources, effectively direct and implement task groups on building and developing e-government and digital government; strengthen the application of information technology in order to fundamentally renovate the working methods of State agencies to raise the productivity and operational efficiency of agencies, units, and localities.

The Chairman asked departments, branches, and localities to actively research, apply, and replicate PAR models and initiatives; promptly commend and reward typical collectives and individuals that have done well in administrative reform at agencies, units, and localities; enhance PAR information and dissemination, raise awareness, roles and responsibilities of civil servants and public employees and social consensus on the implementation of PAR at agencies, units, and localities.

“Thu Dau Mot City has implemented and applied good initiatives and models of units and localities and replicated it throughout the city. The initiatives mentioned are: "Manual for implementing online public services", helping civil servants, public employees, organizations, and citizens to search and use online public services easily and conveniently; "Innovating propaganda and "Radio Stories" broadcast on the City Radio Station"; 100% households in the city have national public service accounts". Wards of the city also have good activities, such as "Quick Response Team on PAR" of Hiep An Ward; "one household one account" of Phu Loi ward, and many other good models have contributed to maintaining the ranking of TDM City..."

This determination is reflected in the Party Resolution, action plan, and implementation plan of Tan Uyen City. In addition, the leadership of Tan Uyen City always listen to the people's opinions, quickly and effectively handle arising problems, build an administrative apparatus to operate more smoothly and effectively..."

“The handling of administrative procedures combined with digital transformation has been closely oversaw by the Party Committee and government of Hoa Phu ward and identified as one of the important and regular tasks to create a driving force for socio-economic development.  With the motto "administrative service, user is the center", turning towards the people and businesses, the whole ward has implemented many effective ways. The ward has also invested in more equipment, such as scanners, computer sets equipped in front of single-window sections for people to look up information; developed software to scan codes for information seeking via zalo code by smartphones”.
