Binh Duong accelerates digital transformation serving socio-economic development

Determining the role and importance of digital transformation in the State administration, under the leadership and direction of Provincial Party Committee, Provincial People's Committee and competent branches have prioritized goals, tasks, and plans for the digital transformation. However, compared with the requirements as well as the urgency of the digital transformation mission, in the coming time, more determination and efforts are needed for the implementation of digital transformation solutions specified in resolutions, decisions, plans of the province.

There are still bottlenecks that need to be removed

From the beginning of this year, the Provincial People's Committee has issued many documents relevant to the construction of e-government and digital transformation, such as the digital transformation plan of the province in 2022; pilot implementation plan of Binh Duong Intelligent Operation Center (IOC); the plan to install a surveillance system to direct traffic management, protect social security order and handle administrative violations in the province... In addition, Department of Information and Communications advised the Provincial People's Committee to direct organs in the province to develop the application of information technology (IT) in directing, administration, and administrative reform.

Le Tuan Anh, Director of Department of Information and Communications, said that agencies and localities have been accelerating the digital transformation in professional activities as well as in direction and administration, in order to contribute to the effective and synchronous implementation of digital transformation resolutions and plans of the province. In addition, the official implementation of 100% online public services and the application of non-cash payment in administrative procedures has contributed to reducing time and costs for businesses and people. In particular, the launch of Provincial IOC not only helps to supervise, administer, support command and manage service quality, but also serves the socio-economic task performance in a synchronous manner.

However, according to the leader of the Department of Information and Communications, at present, digital transformation work is still facing many objective and subjective difficulties. In particular, the specialized and semi-specialized human resources in IT at agencies, units and localities are mainly part-time, thus it has a significant impact on the implementation of shared applications, specialized applications and state administration. On the other hand, there are still not many incentive mechanisms and policies to treat and attract human resources in charge of IT in the province. Digital transformation is relatively new, while localities do not have much data and experience in management, advice and supervision, etc., so there are still many difficulties at first.

In addition, in the process of public service performance, many people, who are elderly or do not get use to computers and smartphones, still need the help of volunteers at single-window units to complete the settlement of administrative dossiers. In addition, the online registration of administrative procedures through the public service web portal is a fairly new form, thus some citizens do not understand the operation, there are still missing files as submitting dossiers, leading to incomplete and inaccurate dossiers.

Further acceleration in the digital transformation

In order to well implement the digital transformation solutions in the plan for 2022 and coming years according to the resolution of Provincial Party Committee on Digital Transformation of Binh Duong province in 2021-2025, with a vision for 2030, in addition to promulgating mechanisms to facilitate the development of the information and communication industry, the Provincial People's Committee continues to direct the building of a database for Provincial IOC, as well as develop an Application to serve people and businesses to interact with the government, to share information concerning the population, such as environment, planning, camera. Department of Information and Communications will coordinate, advise, and implement the IOC reference model at all levels and sectors to ensure effectiveness.

In addition, the province focuses on a plan to merge the provincial public service portal with the provincial electronic single-window information system to create a unified and interconnected administrative complaint settlement system between all levels, from Central to province, district and commune levels to serve the connection and reporting to the Government Office, the Ministry of Information and Communications for accurate assessment data on five indicators: transparency; progress and results of settlement; digitization of documents; provision of online services; satisfaction level.

At a recent meeting with relevant sectors about the implementation of digital transformation, Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, said that digital transformation work is an important task of the whole political system, contributing to improving the quality and efficiency of state management, and at the same time creating more favorable conditions for people and businesses. Therefore, the Secretary of the Provincial Party Committee ordered all levels and branches to promote communication and raise people’s awareness about the role and practical significance of the digital transformation in to socio-economic development; at the same time, it is necessary to strengthen interaction with people and businesses; popularize digital skills for people, teach people how to use digital services of state agencies...

Regarding some immediate tasks, Nguyen Van Loi asked relevant units to speed up the implementation of digital transformation; focus on digitizing dossiers and procedures, working on the network environment; updating new information and data, completing provincial IOC system, especially handling the people's reports and public opinion. He also noted that all levels, branches, and leaders must think, direct, do real work to get real results in the implementation of digital transformation.
