Provincial development model: Outstanding mark in national reform process

After more than 35 years of implementing the renewal process with the whole country, especially more than a quarter of a century into the process of construction and development, Binh Duong has made spectacular strides, becoming one of the country’s top localities in the cause of industrialization and modernization. Binh Duong's development model and creative way in the national renewal process have been continuously researched, summarized and evaluated to draw experience to serve the development process of the province in particular and the whole country in general in the next period.

Government paving the way...

The 6th National Party Congress in December 1986 determined the path for the country’s comprehensive renewal in terms of economics, politics, culture, society, national defense-security and foreign affairs. The congress marked a turning point in the transition to socialism in our country. Along with the wind of national renewal, Song Be - Binh Duong province has quickly grasped the Party and State's policies in socio-economic development through many creative ways in line with the local conditions.

In the late 1990s of the last century, thanks to accurate assessments and efforts to maximize the advantages of the local geographical location, natural conditions, especially with a well-built traffic infrastructure system, Binh Duong province has made great strides in socio-economic development. Particularly, after the separation from Song Be province, inheriting the open mechanism and the policy of "Rolling out a flower mat to call for investment" and "Rolling out a red carpet to welcome talents", Binh Duong has attracted a large number of necessary human and financial resources from all regions of the country and many parts of the world, converging to join forces and unite to build up a continuously developing locality.

After more than 25 years of construction and development, Binh Duong has grown strongly and achieved great and proud achievements in many fields, creating many outstanding hallmarks. Binh Duong has transformed from a purely agricultural province into a province with industrial development in the top group in the southern key economic region and the whole country. The image of the province has changed clearly in many aspects. The local economy has grown continuously and becomes one of the fastest growing localities. The material and spiritual lives of the local people have been improved constantly. The province has attracted hundreds of thousands of immigrant workers and foreign experts. In addition, the province has paid more attention to the quality of public healthcare with national defense and security consolidated and maintained, foreign relations and international integration getting more effective.

Premise for sustainable development

Binh Duong's success over the past 25 years came from the local efforts in creatively applying the Party and State’s policies and guidelines in the process of implementing the national renewal cause. With open and favorable mechanisms plus a constantly improved infrastructure system..., Binh Duong has become a locality with an attractive investment environment as well as a province with the fastest industrialization and urbanization.

The solid foundation built over more than 25 years of construction and development will be an important condition for Binh Duong to continue being one of the country’s leading localities in socio-economic development, achieving its sustainable development goals towards a smart, civilized and modern city; strive to become a centrally run city, a modern industrial hub by 2030 and a smart city of the region and the whole country by 2045.

To achieve the set goals, Binh Duong province will focus on implementing key tasks, including fundamentally innovating the local growth model towards increasing the proportion of services, especially developing high-quality ones in the direction of becoming financial centers, commercial centers, educational centers, financial centers, healthcare centers with the scale of the region and world and other services.

The province will urgently complete its intra-regional and inter-regional trafffic system, becoming a focal point for trade and integration in the region and the world. The province is determined to carry out key traffic projects on schedule. Particularly, the province will strive to complete Northern Tan Uyen - Phu Giao - Bau Bang arterial road by the end of 2023; fulfill the expanded National Highway 13 by April 30, 2024; complete the belt road 3 of Ho Chi Minh city at the section passing through the province by October 2025; simultaneously start construction of the belt road 4 of Ho Chi Minh city, An Tay port, Ho Chi Minh City - Chon Thanh expressway and Saigon riverside road from Thu Dau Mot to Thuan An connecting with Ho Chi Minh city in early 2024. In addition, the province will accelerate the progress of researching and developing the freight railway system from Bau Bang to Cai Mep port and the urban railway system from Suoi Tien to Binh Duong new city...

The province will also focus on developing new generation industries with the formation of specialized industrial parks, science and technology industrial parks…; attach special importance to building digital government, digital society, digital economy and strongly reforming administrative procedures. The fields of culture, society, education – training and health development will be among the country’s leading localities with national defense and political security maintained...

Concluding the mid-term review conference on implementing the Resolution of the 11^th provincial Party Congress, Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation affirmed: With new confidence, new momentum, new motivation, the entire political system, business community and people from all strata of the province will further unite and strive with greater determination; be more dynamic and creative to seize every opportunity and advantage; steadfastly overcome all difficulties and challenges, successfully completing the goals and tasks set for the whole tenure, contributing to building up Binh Duong with sustainable development, becoming a civilized, modern and smart and worth-living city.

Speaking at the scientific workshop on "Continuing tradition, Binh Duong province on the journey of a quarter of a century: Achievements and prospects" in April 2022, Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council assessed: “Binh Duong province’s impressive results in socio-economic development, development model and creative way are an outstanding hallmark in the national renewal process. Those achievements also reflect a very creative development model in the national renewal process, which is: "The government opens the way, localities create, businesses accompany and people participate in the development process...”

On April 19, 2022, Binh Duong provincial Party Committee and the Central Theoretical Council signed a cooperation program implementing the Project on "Summary of the development model of Binh Duong province in the national renewal innovation process and vision towards 2050”. Over the past 18 months, the two units coordinated to implement many related contents and tasks. Tomorrow (October 21, 2023), the Central Theoretical Council and Binh Duong provincial Party Committee will co-organize a scientific talkshow on "The current status of the development model of Binh Duong province and its meaning in the national renewal process”.
