Provincial Sub-Department of Standards, Measurement and Quality applies technology, supporting enterprises in customs clearance

Along with strengthening management over the quality of imported goods, provincial Sub-Department of Standards, Measurement and Quality has recently implemented many solutions to support enterprises in customs clearance.

Strengthening quality management

According to the provisions of the Law on Product Quality, products and goods capable of causing unsafety (referred to as group-2 products and goods) mean those products and goods which under rational conditions of transportation, storage, preservation and use for proper purposes, can latently cause harms to humans, animals, plants, assets or the environment. Therefore, they have quality under control when being imported.

The Ministry of Science and Technology issued the Decision No. 3115 on the announcement of group 2 products and goods under the management of the ministry. This is a document amending and supplementing the list of products and goods previously prescribed by the ministry, creating favorable conditions for enterprises to import and export goods. After being added to the list of group 2 goods, products will be inspected by the Ministry of Science and Technology in accordance with Vietnamese quality standards. If meeting standards, they will be quickly listed on the national e-portal. This will help enterprises easily carry out customs clearance procedures under the regulations, meeting needs of socio-economic development.

Do Thanh Dung, Deputy Head of the Sub-Department of Standards, Measurement and Quality said that in order to check the quality of goods, importers must know that which ministries or sectors manage these goods and must determine whether they are on the list of group 2 or not. After that, they will contact decentralized authorities for instructions. Specifically, the Ministry of Science and Technology has issued the Decisions No. 3810 and No. 3115 regulating 10 lists in the field of science and technology in which 2 lists are under the management of the Product Quality Management Department under the General Department of Standards, Measurement and Quality of the Ministry of Science and Technology; the remaining 8 lists are directly handled by the Sub-Departments of Standards, Measurement and Quality under the Departments of Science and Technology.

Creating favorable conditions for enterprises

According to Mr. Dung, the way of making online documents through the national administrative one-stop portal will create favorable conditions for enterprises to make customs clearance, helping them save time and cut costs.

“In the context of the current pandemic, under the direction of provincial People's Committee, Department of Science and Technology, the sub-department has implemented many solutions against the pandemic. However, administrative procedures for the certification of import registration dossiers have not changed much. Previously, the sub-department made dissemination of information to all enterprises with imported goods in the field on the list of group 2. Therefore, enterprises can provide documents on the network environment. The sub-department will receive, handle, transmit these documents to customs agencies for customs clearance of goods. In the coming time, the sub-department will focus on handling administrative procedures to shorten the time while enterprises have the initiative in the process of importing and making customs clearance of goods”, said Mr. Dung.

The order of handling dossiers of the list in group 2: Enterprise's customs declaration is opened at a competent authority; attached documents such as invoices, receipt contracts and some pictures attached to required documents. Regarding the time of processing dossiers, they are confirmed within 1 day by the Sub-Department of Standards, Measurement and Quality in accordance with regulations. However, on the National One-Stop-Shop (OSS) Customs Mechanism, the Sub-department will focus on processing a dossier within 30 minutes. When dossiers are processed, on the national OSS Customs Mechanism, customs authorities will see the status of the certification of the dossiers of the specialized management agency to confirm the customs clearance of goods.

“Currently, the national OSS mechanism has been highly appreciated by enterprises, greatly facilitating their import and export activities, helping them reduce travel time and costs. To solve problems related to import and export goods as well as specialized inspection, enterprises do not have to submit papers as before. Customs authorities only need to look up on the national administrative one-stop portal to get the results to carry out customs clearance of goods", said  Nguyen Van Diep, Head of My Phuoc Industrial Park Customs Sub-Department.
