To ensure waterway traffic safety in storms and rainy season

To ensure the safety of inland waterway transportation during the rainy season, the Traffic Police Department of the province has proactively coordinated with the reinforced management forces to conduct surprise inspections of compliance with regulations on passenger transport for ferry crossings and cargo terminals.

Lieutenant Vo Duc Tin, Captain of the Waterway Police Team (waterway police), said that it is currently summer and also the rainy season, so the water level on the Saigon River and Dong Nai River can sometimes rise and the flow can change. To ensure the safety of ferry passengers, the waterway police force has increased patrols and reminded vehicle owners and boat captains not to organize passenger transportation during rainy weather.

For cargo ships, the Waterway Police Team organizes propaganda and signs commitments with vehicle owners, docks, and ports with many terms such as not unloading cargo beyond the waterline mark; not allowing overloaded trucks to participate in traffic outside the ports and docks.

Meanwhile, Mr. Nguyen Binh Son, Head of the Inland Waterway Port Authority in Region 3 in Binh Duong, said that recently the Inland Waterway Port Authority in Region 3 in Binh Duong has coordinated with the Waterway Police Team to disseminate and sign commitments with vehicle owners, boat captains, and dockyards on waterway traffic safety regulations. “According to the assessment, since the implementation of Decree 139/2021/ NĐ-CP on administrative penalties for violations in the field of inland waterway transport, the fines are very high, so most vehicle owners, terminal owners, and boat captains comply well because most people are aware that the profit from overloaded transportation is not enough to pay the fines, not to mention the suspension of driving licenses for 2-3 months when violating, which affects income and the economy," Mr. Nguyen Binh Son commented.

Coordination enhanced for processing

Lieutenant Colonel Ngo Trong Sang, Head of the Traffic Police Department of the Provincial Police, said that in recent times, with the efforts and collaboration of various departments and agencies, the order and safety of waterway traffic have been effectively improved. However, according to the assessment, the situation of order and safety of waterway traffic is still complex, and violations of traffic safety laws are still common, especially in the absence of law enforcement personnel. The cause is due to certain limitations in the State management work, on the other hand, it is due to the awareness of compliance with the law on traffic safety order of a part of the participants in waterway traffic is not high.

With the aim of establishing order and discipline in the enforcement of waterway traffic laws by road users and law enforcement forces, the Traffic Police Department has directed the forces to enhance coordination in inspecting and handling violations on inland waterways; grasp the situation of criminal activities within the managed area; continue to coordinate with relevant units to inspect and handle illegal exploitation, transportation, and business activities of sand on river routes.

In addition, implement Plan No. 1758 dated April 10, 2024 of the Traffic Police Department - Inland Waterway Department of Vietnam - Vietnam Register on coordinating inter-agency efforts to ensure order and safety of inland waterway traffic, through the involvement of relevant agencies to address difficulties and shortcomings as well as make reasonable proposals in practical situations to create favorable conditions for businesses, units as well as building self-consciousness, civilized behavior when participating in waterway traffic, step by step forming a clear culture of waterway traffic among the people; restrain traffic accidents.

From April 15 to May 14, the Waterway Police Team conducted 38 patrols with the participation of 119 officers and soldiers. As a result, the team detected and documented 38 cases of violations, temporarily seized 32 certificates of competency for boat captains, 3 certificates of technical safety and environmental protection for vehicles. In addition, the Waterway Police Team organized water drowning prevention propaganda for over 750 primary school students, and donated 20 life jackets and helmets to them.
