A one-stop-shop official in Hoa Phu ward, Thu Dau Mot city - the ward that wins the first place in the rankings of 2020 PAR Index - processes administrative procedures for people via computers.

To intensify propagation

In 2020, provincial Department of Home Affairs and Public Administration Center actively and effectively cooperated with press agencies inside and outside the province to well implement the propagation plan on PAR in order to thoroughly disseminate guidelines and policies of the Party, State, Provincial Party Committee, People's Council, People's Committee on PAR work, on the Government's PAR master program. Namely, in 2020, Binh Duong Newspaper coordinated with Department of Home Affairs and Provincial Public Administration Center to propagate and disseminate PAR contents in various forms, suitable for many audience types and local actual situation. Binh Duong Newspaper published 68 articles, 118 news articles in print newspapers and more than 300 news, images, clips on e-newspapers; organized online discussion programs about PAR and gaind practical results.

Binh Duong Radio and Television Station broadcast more than 100 news, articles, reportages, special topics on radio and television. The provincial web portal also published nearly 100 news, articles and photos about PAR. Together with press agencies, all government levels and branches paid attention to innovating the content, form and method of PAR dissemination; integrated contents of the PAR master program into resolutions and action programs of Party Committee and annual working plans of agencies and units, contributing to accelerating PAR, improving the effectiveness and efficiency of state management.

Ly Van Dep, Deputy Director of provincial Department of Home Affairs, said that press agencies inside and outside the province contributed to raising awareness of organizations, businesses and people, and at the same time helping civil servants fully aware of the goals, attitudes and responsibilities in PAR and public service provision. In particular, the press has created favorable conditions for people to participate in and supervise activities of State agencies and public officials. Propagation work played a very important role in disseminating guidelines and policies of the Party and State among people and organizations, creating opinion consensus in society. This also raised awareness for people, businesses, public servants to enhance PAR and build a modern, friendly, transparent and efficient administration in Binh Duong province", Ly Van Dep said.

Many solutions to improve the PAR Index

Overall, in addition with dissemination, the province implemented a series of solutions to heighten the 2020 PAR Index. These were directing departments, branches and localities to identify administrative reform as the key and regular task of units and localities; proactively and effectively organizing PAR tasks in annual programs and plans. Provincial People's Committee drastically directed branches and localities to emulate and find solutions, propose initiatives, good practices for the PAR implementation, contributing to improving the quality of PAR in the province.

The reality of PAR in the province and results of PAR Index 2020 show that strengthening the role of Party committees and authorities at all levels in directing and implementing PAR, especially roles and responsibilities of heads of each agency, unit, and locality positively impacted the PAR Index 2020. In particular, the most prominent were solutions to achieve a effective and efficient streamlined administrative apparatus in combination with building qualified, capable and responsible civil servant staff on a par with new task .

Mr. Ly said that the above-mentioned reasons should be further promoted in the coming time. In particular, it is necessary to focus on solutions to widely propagate among the people on improving the construction of a modern one-stop-shop mechanism, dealing with administrative procedures during the Covid-19 period, and strengthening the handling of administrative procedures of level 3, level 4...
