Ensuring health and safety of children when entering new school year

The Covid-19 pandemic is still complicated. On the threshold of the new school year, the health sector is concerned that the risk of infectious diseases among children will increase in the near future, especially when students at all levels return to school. Currently, Binh Duong is promoting vaccination against Covid-19 for students and general environmental sanitation at schools.

The rate of students getting vaccinated against Covid-19 is still low

According to statistics by the Ministry of Health, the rate of vaccination against Covid-19 for children aged at 5-11 and the third dose for children aged at 12-17 in the province is now in the group of localities with the lowest vaccination rate. In the context of the complicated Covid-19 pandemic, the health sector is concerned that the number of cases in children will increase in the near future. Especially, in recent days, the number of new cases and severe ones, including children, is increasing. The number of hospital admissions, including children who have not been vaccinated against Covid-19, due to Covid-19, has also increased. The province’s health sector has coordinated with the Department of Education and Training to strengthen communication about the need for vaccination against Covid-19 to each parent, but many parents are still hesitant. In addition to propaganda and mobilization, the health sector has organized more injection sites at schools and health facilities, creating favorable conditions for parents to take their children to vaccination sites.

In Phu Giao district, according to the assessment of the district’s Division of Education and Training, the rate of vaccination against Covid-19 for children aged at 5-12 is very low. The whole district has more than 12,300 children aged at 5-12 studying and children in the community. The number of children who have not been vaccinated with the first dose is more than 4,000. And the number of children who have not been vaccinated with the second dose is nearly 5,000. To ensure the effectiveness of vaccination against Covid-19 for children aged at 5-12, doctor Do Thanh Liem, Deputy Director of Phu Giao district’s Health Center said: “The district’s health center has requested the district’s Division of Education and Training to direct preschools, primary schools and non-public preschools to review and summarize the groups of subjects aged at 5-12 who have not been vaccinated under the vaccination schedule of the Ministry of Health; promote propaganda and mobilization of parents to take their children to injection sites at health centers for full immunization; strengthen communication to parents about the purpose, meaning and effectiveness of vaccination so that they can understand, thereby proactively taking their children to injection sites; regularly grasp information on vaccination status of students, opportunely updating on the sector’s database system”.

Meanwhile, Nguyen Thi Hien, Vice-Chairman of Thuan An city’s People's Committee said: "Currently, people are very subjective in pandemic prevention and control, so they take very few children for vaccination. Moreover, no document regulated that Covid-19 vaccine is a compulsory vaccine. And in parallel with maintaining the vaccination consent form, it is difficult to mobilize people to bring their children to injection sites.

Registering, but not taking children to injection sites

In fact, parents are still afraid of Covid-19 vaccine. Do Tan Nhan, Principal of Minh Thanh primary school in Dau Tieng district said: "The school is working with the district's education and training sector, police agency to recheck the list and continue giving vaccination against Covid-19 for children aged at 5-17. The work of vaccinating against Covid-19 at schools has faced many difficulties. Many parents signed consent forms to be vaccinated, but they still did not bring their children to schools for vaccination…

Nguyen Van Dung in Thu Dau Mot city’s Phu Tho ward has 2 children who are in grades 3 and 5. Over the past few days, Dung was texted by form teachers to take his children to school for vaccination, but he did not do that. The reason given by him is that his two children have been infected with Covid-19, so they have immunity. Moreover, they also only had symptoms of Covid-19 like flu, so it is not necessary for them to get vaccinated. Mr. Dung's psychology is also the common psychology of many parents about vaccinating children aged at 5-17. This mentality leads to a relatively low rate of vaccination against Covid-19 among children in the province. In fact, the number of students aged at 5-11 who registered for 2 injections and those aged at 12-17 who received 3 injections was very small.

Meanwhile, the education and training sector is still trying to implement measures to boost the rate of Covid-19 vaccination among students to prepare for the new school year. Nguyen Thi Nhat Hang, Director of provincial Department of Education and Training said that province-based schools continue maintaining contact with parents and guardians of children to opportunely inform them of Covid-19 vaccination schedules and plans. In particular, teachers should pay attention to the full vaccination of children aged at 5- 12 who have received the first dose; take care of children with underlying diseases, obesity; review and complete the 3rd and 4th injections for teachers, and childcare workers in the sector under the guidance of the Ministry of Health to ensure pandemic prevention and control before entering the new school year. Along with that, the sector strengthens communication in schools, invites experts and doctors to advise parents and guardians of children on the effects and benefits of vaccination and vaccination plans to ensure safety for children, creating consensus in this task.

Doctor Tran Van Chung, Deputy Director of provincial Center for Disease Control said: The health sector recommends that this is the most favorable time for students aged at 5-18 to get vaccinated against Covid-19. They are still on summer vacation, so they have time to rest for a few days after the injection, without interrupting their learning. Vaccination against Covid-19 to create immunity for children before entering the new school year is very necessary in the context of the number of cases increasing.

Propaganda on digital transformation promoted

Early August 26, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired an online conference to review the local administrative reform, digital transformation and online public services at levels 3, 4 in the first half of 2022.

Reporting at the conference, Nguyen Van Minh, Director of provincial Department of Home Affairs said that in the first half of 2022, the province's administrative reform achieved positive results. The outstanding result was that provincial Party Committee and People's Committee paid attention to the direction and administration of administrative reform.  Sectors and localities were directed to implement this task synchronously and drastically. In addition, the province implemented a plan on administrative reform for the period of 2021-2025 and plan on administrative reform for 2022; extended central directive documents on schedule.

According to provincial Department of Home Affairs, the official implementation of 100% online public services at levels 3, 4 in the province and the application of non-cash payment in dealing with administrative procedures helped save time and costs for people and businesses while improving the efficiency of handling the work of administrative agencies. The province also deployed squads to guide the implementation of online administrative procedures to support people and businesses in a timely, easier and more convenient way during the process to implement administrative procedures, thereby gradually creating habits to get access to online administrative procedures and encourage people to apply dossiers online.

Speaking at the meeting, Mr. Vo Van Minh asked for departments, sectors and localities to implement digital transformation with a specific roadmap with focus on modernizing administration, maintaining and improving the Provincial Governance and Public Administration Performance Index (PAPI), Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index)...He also asked for sectors, departments and localities to promote the application of IT in administration reform, propaganda and interconnection between provincial Public Service Portal and National Public Service Portal; realize digital transformation in association with grassroots tasks in line with the features of the local situation and needs.

As for some problems in submitting dossiers for public services, he asked for departments, sectors and localities within their capacity to try to encourage and mobilize people to participate, overcome bottlenecks, unite and determine to successfully implement e-government and digital government.
