Impressions of provincial People's Council during half tenure

Part 1: Proactive and flexible in overcoming challenges

In 2021, although being heavily affected by the complicated and prolonged Covid-19 pandemic, with initiative, flexibility, creativity and innovation, provincial People's Council made efforts in fully performing its functions and assigned tasks, proposing resolutions that not only created positive impacts in pandemic control, but also made important contributions to the local socio-economic development and recovery.

During the half term of 2021-2026, provincial People's Council has always strived to improve operational contents and methods in the direction of professionalism, initiative, flexibility, creativity and innovation, thereby improving effectiveness and efficiency in operations, greatly contributing to promoting the local socio-economic development, enhancing its role and responsibility before voters and the people.

Unprecedented difficulties

After the success of the 15th election of deputies to the National Assembly and People's Council at all levels for the 2021-2026 term, on July 6, 2021, 70 delegates of the 10th provincial People's Council for the 2021-2026 term have demonstrated their responsibility to the local voters and people right at the time of the Covid-19 pandemic outbreak. That was truly an unforgettable period for every person in the province when all conditions were extremely difficult. There were times when the province had to "lock down" and had to face the line between life and death.

In such a specific situation, everything must change to adapt. The activities of provincial People's Council must also be adjusted and flexible to suit the context of many unprecedented changes as well as in accordance with regulations. With the direction and leadership of provincial Party Committee, the efforts by the Standing Committee, committees, deputies of provincial People's Council, and coordination of relevant agencies, the activities of provincial People's Council were still maintained, with sessions carried out in accordance with regulations. The sessions of provincial People's Council Standing Committee were held periodically, regularly and effectively to consider and promptly give opinions on contents within its authority, ensuring to accompany provincial People's Committee in management and administration, together well performing the dual tasks of "promoting socio-economic development and ensuring pandemic prevention".

According to Nguyen Truong Nhat Phuong, Vice-Chairwoman of provincial People's Council, the most difficult thing was that there was a time when "social distancing" was implemented and provincial People's Council sessions couldn’t be held while the province needed to promptly and urgently ban policies related to Covid-19 prevention and control. In that difficult context, provincial People's Council promoted its role as an elected body, actively and effectively participating in Covid-19 prevention and control, accompanying provincial People's Committee in solving urgent problems related to the pandemic, including coordinating with provincial People's Committee to promulgate important policies related to Covid-19 prevention and control. “With the agreement of provincial Party Standing Committee, provincial People's Council issued resolutions through the form of collecting opinions from provincial People's Council delegates. This has never been seen before", Mrs. Phuong shared.

Decisions for people

Due to the impact of the Covid-19 pandemic, provincial People's Council could not hold a session while there was an urgent need to quickly have resolutions to serve as a reasonable basis for Covid-19 prevention and control. Provincial People's Council Standing Committee urgently reported and asked for opinions from provincial Party Standing Committee on applying the form of issuing resolutions by taking votes from People's Council delegates. With the approval of provincial Party Standing Committee and the consensus of delegates, provincial People's Council issued 3 resolutions, including a resolution on support regime for community-based Covid-19 groups in the province; a policy to support food costs for people having to be treated for Covid-19 infection (F0) and medical staff on around-the-clock duty at Covid-19 medical treatment and isolation facilities in the province; a policy on housing rental support for workers living in the province...

Deputies of provincial People's Council visit and present gifts to workers with difficult circumstances

To serve Covid-19 prevention and control, provincial People's Council Standing Committee agreed to let provincial People's Committee issue decisions stipulating other specific policies on Covid-19 prevention and control such as supporting food for workers affected by the pandemic; providing people with food to prevent and control Covid-19 pandemic; supporting revolutionary contributors, people from poor and near-poor households and those receiving monthly social protection benefits in the province affected by Covid-19 pandemic; supporting officials and grassroots medical staff to carry out Covid-19 prevention and control...

Also according to provincial People's Council Standing Committee, in order to ensure resolutions quickly coming to life, provincial People's Council established a monitoring delegation on the situation and results of implementation of support policies from Covid-19 pandemic to promptly grasp difficulties in implementing central and provincial policies on pandemic prevention and control as well as the thoughts and aspirations of voters and residents involved in this work, thereby putting forward recommendations and solutions to overcome difficulties and improve the effectiveness and efficiency of the issued policies.

The Standing Committee of provincial People's Council, committees and delegates actively participated in Covid-19 prevention and control, organized visits to encourage, donate food and necessities to people in localities heavily affected by the Covid-19 pandemic. (to be continued)
