Part 2: Well fulfilling elected body’ roles and tasks

During the first half of the tenure, there were many changes, difficulties and challenges, but the period also showed the dynamism, flexibility, solidarity, and efforts of provincial People's Council’s Standing Committee, People's Council committees, and each delegate in well completing the roles and tasks of an elected body, thereby not only contributing to helping the province overcome the Covid-19 pandemic, restore the local socio-economic development, but also realizing the goal of building up a more and more prosperous, beautiful, civilized and affectionate Binh Duong.

Creating motivation for breakthrough

It can be seen that over the past time, provincial People's Council continuously improved its operational effectiveness and efficiency. This was clearly shown in its responsibility to the local voters and people. Each People's Council delegate was fully aware of his/her responsibility. From inheriting and promoting the achievements and lessons learned from provincial People's Council in the previous terms, the 10^th provincial People's Council for the 2021-2026 tenure constantly improved to better perform its functions and tasks under the law. Particularly, provincial People’s Council Standing Committee focused on improving the quality, effectiveness and efficiency of operations. The contents of the resolutions focused on socio-economic development policies, issues with great impacts on socio-economic development and people's lives concerned by voters.

During the last half tenure, many resolutions issued by provincial People's Council were of important significance, creating motivation to promote the local development. Specifically, they included resolutions on investment policies for projects to renovate and expand National Highway 13, Ho Chi Minh City belt road 3 project at the section through Binh Duong, Ho Chi Minh city belt road 4 project, Ho Chi Minh city - Chon Thanh expressway project; a resolution on approving the task of overall construction planning with the 1/5,000 scale of Cay Truong Industrial Park; a resolution approving the overall construction plan with the 1/5,000 scale of Vietnam - Singapore Industrial Park III...

In addition, there was a resolution on "Regulating titles, a number of regimes and policies for part-time activists and those directly participating in activities; level of operational support for socio-political organizations and social organizations in communes, hamlets and quarters of the province. According to Le Thi Mai Thi, Secretary of Di An ward’s Party Committee, this resolution was issued promptly, contributing to relieving pressure on commune and ward-level staff; improve income, create motivation for non-specialized workers to work with peace of mind, stick with their work for a long time, and join hands with officials and civil servants of the communes and wards to well perform assigned tasks.

In addition, provincial People's Council issued resolutions on the fields of national defense - security, social order and safety, building local government and policies of cadres and civil servants in the grassroots political system and administrative boundary management..., serving as an important legal basis in ensuring resources for grassroots authorities to well perform tasks on socio-economic development, maintain social order and implement digital transformation. The resolutions on specific policies related to the development of the province's human resources, the health sector, education, poverty reduction... had positive impacts, contributing to improving the quality of people's lives.

Trust promoted

Every year, provincial People's Council Standing Committee always identifies, selects and brings monitoring content into the key programs of provincial People's Council Standing Committee, People's Council committees and deputies. Nguyen Truong Nhat Phuong, Vice-Chairwoman of provincial People's Council said that supervision has been implemented with focus in association with the reality. Through monitoring activities, province People's Councils at all levels can verify the correctness and practicality of the passed resolutions; check the implementation and compliance with the State's guidelines and policies and the People's Council's resolutions to promptly detect problems and propose solutions to overcome them. …

Since the beginning of the tenure, despite being affected by the prolonged Covid-19 pandemic, provincial People's Council has successfully organized 2 question & answer (Q&A) sessions at the meeting with 5 groups of issues that were widely reflected by voters and people through the sessions of topical supervision of provincial People's Council committees and meetings with voters. The groups of issues were of great concern to voters and questioned by delegates. They included traffic congestion in urban areas; local flooding; the situation and solutions to prevent epidemics; fundamental solutions to ensure enough medicine and medical supplies for public treatment facilities; ensure resources for the 1,500-bed hospital to soon come into operation effectively; handling of violations on  traffic safety received through the surveillance camera system and images posted on the mass media; the progress of implementing population data and granting citizen identification cards; solutions to support enterprises in overcoming difficulties in production and business activities; operational work, improving the operational quality of provincial Public Administration Center, information system for handling administrative procedures...

According to provincial People's Council Standing Committee, Q&A sessions always take place in the spirit of democracy, frankness and responsibility. Based on the conclusion of the meeting chairmen at Q&A sessions, provincial People's Council Standing Committee requested Chairman of provincial People's Committee, directors of departments and sectors who answered questions, relevant agencies and units to direct, organize the implementation of a number of specific contents and report the results of implementation to provincial People's Council Standing Committee under the regulations.
