Hanoi, Shanghai share experiences in people’s council operations

The Hanoi People’s Council and the People’s Congress of Shanghai (China) discussed ways to attract talents and uphold the role of people’s council deputies during a seminar in Hanoi on October 22.

Vice Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan said Hanoi and Shanghai share many similarities, including facing challenges in traffic congestion and environmental pollution, and hoped that both sides will continue strengthening mutually-beneficial cooperation and sharing experience in their operations.

For his part, Vice Chairman of the Standing Board of the Shanghai People’s Congress Xu Zezhou said Shanghai is a centrally-run city with an area of nearly 6,400sq.km and a population of over 24 million people. As one of the economic hubs of China, Shanghai posts an average growth rate of nearly 7 percent each year.

Under the national development strategy, Shanghai is set to become an economic, financial, trade, transportation, and science-innovation centre, he said, adding that the visit aims to foster bilateral friendship and seek ways to address common issues.

Fu Ai Ming, Vice Chairman of the Deputies’ Work Committee under the Standing Committee of the Shanghai People’s Congress, said that the congress has over 13,000 deputies at communal, town, regional, and municipal levels, including more than 860 at the municipal level, 65 of whom are full-time deputies.

He expressed his wish to learn from Hanoi’s experiences in meeting with constituents.

Nguyen Hoai Nam, head of the Hanoi People’s Council’s Department of Legal Affairs, said that the operation model of the Hanoi People’s Council is similar to that of the Shanghai People’s Congress.

Nam said the Hanoi People’s Council has set up city-level deputy groups in residential areas to directly collect the opinions of voters.

The proposals and requests of voters are reported to the municipal People’s Council through meetings with voters and various groups, whereby the municipal authorities conduct programmes, issue plans, and make regular, relevant inspections.

The Shanghai delegation was interested in the works undergone to try and attract talents to the city.

Zhou Jingtai, Deputy Director of the Committee of Education, Science, Culture, and Health under the Shanghai People’s Congress, shared that, like many big cities around the world, Shanghai is meeting with difficulties in attracting and retaining talents, expressing the hope that the Hanoi People’s Council will share its experiences in this field.

Head of the social and cultural department of the Hanoi People’s Council Tran The Cuong said that aside from building a sustainable city and improving the living, studying, and working conditions, Hanoi has developed high-quality human resources through training talents and attracting those from various localities to work in Hanoi.

According to Cuong, Hanoi has also implemented programmes to encourage and nurture talents, such as honouring students who have achieved top results in university and college graduate exams around Hanoi and recruiting them to work in the city’s agencies; organising training courses for personnel working in the city’s agencies; and inviting experts to help Hanoi develop high-tech centres and smart cities.

Vice Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan affirmed that attracting talents and promoting the role of the People’s Council deputies is one of the top priorities for building a modern and sustainable city, stressing that Hanoi has always attached great importance to cooperating and learning from the experiences of other cities around the world, including Shanghai.

He expressed hope that Hanoi and Shanghai will boost exchanges in many fields, thus promoting the traditional friendship and contributing to the building of rich and beautiful cities, bringing prosperity to both Vietnam and China.
