Impressions from breakthrough programs

Over the 2015-2020 tenure, although the context faced many difficulties and challenges, with the strong solidarity and determination to overcome difficulties, Party Committee of Binh Duong province implemented the set objectives and tasks in a comprehensive and effective manner, and gained many pivotal accomplishments in all fields. The results achieved are a combination of many factors and resources, in which the most important reason was that the province selected and effectively performed breakthrough action programs.

Infrastructure modernization

The overall goal for the five years 2016-2020 was stated in the 10th Provincial Party Resolution: To focus on improving the quality of growth, increasing the size of the economy, ensuring sustainable development and reasonable growth. To step up economic restructuring by giving priority to the development of services - industries tied to the urbanization process, investment in the development of urban industries and high-tech agriculture. To solve social problems; improve people's material, cultural and spiritual life. To guarantee political security, social order and safety. To build a civilized, thriving and beautiful Binh Duong. Based on this overall goal, Provincial Party Committee carried out four breakthrough programs, including Program No. 23 on "Mobilizing resources from all economic sectors, continuing to invest in synchronous and modern development of provincial socio-economic infrastructure. Mounting and maximizing advantages of socio-economic infrastructure system of the Southern key economic region”.

Over 5 years, many solutions were implemented synchronously from province to district, town, city and related sectors, units, the provincial infrastructure system is increasingly complete and quickly bring into play its effects, especially for transport infrastructure.

Nguyen Trong An, Chairman of Ben Cat Town People's Committee, said that transport infrastructure was upgraded, connected smoothly, synchronously with key routes, such as Highway 13, DT741, DT744, My Phuoc - Tan Van, Belt 4 etc., has created great advantages for the town in socio-economic development. In addition, inner-city roads were also expanded for Ben Cat town to easily connect to industrial parks and urban areas in the south province, Ho Chi Minh City, Binh Phuoc province, and the Central Highlands provinces. In addition, these routes are of utmost importance to the socio-economic development process to attract investment, facilitate industrialization, urbanization, guarantee defense and security.

Traffic must be one step ahead - that has been provincial leadership's vision of socio-economic development policy for many years. Only if transport infrastructure is developed and smoothly connected open up development opportunities. It is a proven fact especially to localities like Dau Tieng, North Tan Uyen, or Phu Giao. Doan Van Dong, Chairman of Phu Giao district People's Committee, said that the district's viewpoint on technical infrastructure development, social infrastructure was a crucial task to be of service to improving the quality of people's lives. Therefore, the district called upon all resources to invest in synchronous infrastructure development. In which, it enhanced the responsibility of state management in the investment, exploitation and efficient use of works.

In recent years, the province has arranged and used the budget capital efficiently to invest in key projects; at the same time, to well mobilized social resources, strongly attracted capital sources from many economic sectors to participate in developing infrastructure system, improving the quality of technical infrastructure. In particular, the province notably focused on key projects that are pervasive and able to solve traffic congestion, connect regions and the country in order to better serve people and businesses, create advantages, and increase competitiveness of the province.

Spacious and beautiful urban areas

Over 23 years of construction and development, especially during tenure 2015-2020, Binh Duong rose up strongly and became one of the most dynamic development centers of Southern key economic region. Apart from impressive outstanding development in industry, trade - services, agriculture, urban appearance of the province is also changing day by day.

In order to get those spectacular changes, the province called upon many resources for urban development under the Provincial Party Committee's Action Program No. 22 on Urban Development. Besides the completion of the general planning and zoning planning of urban centers and communes, investment in new urban construction, the province paid attention to upgrading existing urban areas. Thu Dau Mot urban area was upgraded from class 2 to class 1 in 2017; Thuan An and Di An urban centers were upgraded from class 3 to class 2 in Feb 2020; urban areas of Ben Cat and Tan Uyen were upgraded from class 4 to class 3 in 2018; 3 centers of northern districts were recognized as class-5 city, including: Lai Uyen town of Bau Bang district; Tan Thanh town and Tan Binh town of North Tan Uyen district.

Vo Hoang Ngan, Director of provincial Department of Construction, said that urban areas of the province, as being recognized and ranked, had pretty high scores compared to the general criteria. Some scores even exceeded the highest levels specified. This proves that technical and social infrastructure of Binh Duong province is being invested in a very methodical and systematic manner to have the urban appearance today.

It can be seen that the urbanization policy has been implemented drastically by the province, combined the improvement of existing urban areas, the construction of a new city and the implementation of smart urban development strategy with the diversified capital sources and investment forms, have contributed to improving the overall urban face of the province, improving the quality of people's lives, creating a driving force for investment attraction and socio-economic growth.

Besides, the province mobilized many resources to invest in technical infrastructure, social infrastructure, public welfare to better serve the demand for cultural and spiritual activities of the people. It is evidently that the urban appearance of Binh Duong has changed rapidly towards modernization and civilization with many newly built projects. In addition to Binh Duong Industrial - Service - Urban Complex with an urban area of 1,000ha, there is also a system of apartment buildings along Binh Duong Avenue, such as Habitas, commercial center projects such as: Aeon Mall Canary, Lotte etc. creating highlights for cities. Currently, the province is also calling for investors with potential and high financial capacity to develop a number of compact urban areas, such as: Thu Dau Mot, Di An and Thuan An.

In the urban development process, in recent years, Provincial Party Committee has directed the implementation of Binh Duong Smart City Project. The project formed the foundation framework of Triple Helix model (State - Business - University); developed science and technology research system and start-up; A startup ecosystem was formed with Business Incubator, Startup Innovation Support Center. In general, the project made good accomplishments and contributed valuable and practical ideas.

This is the foundation for the implementation of specific programs and projects, strongly contributes to the socio-economic development, especially breakthroughs in integration and expansion of international relations, investment attraction, step by step affirming the province's position in the international arena.
