The election of deputies to the 15^th tenure National Assembly Delegation and People's Councils at all levels for the 2021-2026 tenure is a major political event. In order for readers to clearly understand the meaning, purpose, and importance of the election, reporters of Binh Duong Newspaper interviewed Ho Quang Diep, Standing Member of Binh Duong provincial Party Committee cum Deputy Chairman of Binh Duong provincial People's Council and Deputy Chairman of local Party Committee and Binh Duong provincial Election Commission on some contents of the election.

- Sir, the upcoming May 23 will be the major event that the CPV, the forces and people join up to vote; please share with us about the meaning of this time’s election.

- The election of delegates to the 15^th tenure National Assembly Delegation and delegates to People’s Councils at all level for 2021-2026 tenure is the central political task of the entire Party, the people and the political system in 2021; it is a wave of profound democracy activities among all classes of people. On May 23, voters across the nation will directly select the worthy, elite and typical people to represent the will, aspirations and ownership of the people to be elected to the National Assembly and People's Councils at all levels in a bid to actively contribute to build, consolidate and perfect the socialist rule-of-law State of the people, by the people, and for the people. Thereby, it is clearly demonstrating the democratic nature, the deep people-hood of our State through the close relationship between the people and the State.

The election took place in the context of the renovation in our nation after 35 years of great, important and comprehensive achievements with outstanding marks in all socio-economic fields, ensuring national defense - security, foreign affairs and international integration. In particular, the successful 13^th tenure National Congress of the Party strongly encourages the entire Party, the forces, and the people to continue striving to soon turn our nation into a developed and income-earning nation of highly socialist-oriented direction. However, our nation is also facing many difficulties and challenges, especially the heavy impacts of the Covid-19 epidemic which is continually complicated and unpredictable in the whole world and regions. At the same time, the hostile forces have been seeking ways to destroy the revolutionary cause of the Party and our people. Therefore, the election of representatives to the 15^th tenure National Assembly Delegation and People's Councils at all levels with enough devotion and power to perform the task of representing the will, aspirations and ownership of the people is of paramount importance for the nation and each locality in the current stage.

- Sir, for the past time, Binh Duong provincial Party Committee and Election Commission have directed the preparation for election of delegates to the 15^th tenure National Assembly Delegation and People’s Councils at all levels in the province in what ways?

- In order to successfully implement the election, on the basis of the directive documents of the central government, Binh Duong province has actively grasped up and implemented the election work in the areas in a proactive and effective manner. Right from the beginning of August 2020, Binh Duong provincial Party Committee issued a directive on leading the election to ask all levels of Party committees and organizations in the areas to focus on leading and directing the implementation of their voting tasks well. The province has established the Election Steering Committee under Binh Duoong provincial Election Commission and assigned specific tasks to each member.

Under the leadership of all-level Party Committee and local Election Commission, the election preparation included a one-step preparation of directing documents and guidelines to demonstrate a sense of responsibility, synchronous and regular coordination of Party committees, authorities and Fatherland Fronts at all levels. The work contents are implemented according to the proposed election plan and schedule. The work of ensuring political security, social order and safety before, during and after the election day is built and implemented by functional branches according to their assigned functions and tasks. The consultation role of the Vietnamese Fatherland Front Committees at all levels and introduction of candidates of agencies, organizations, mass organizations and localities have complied with the process and the schedule. The propaganda of the election has been actively implemented by localities and the mass media in the province according to the plan.

The Standing Committees of People's Councils, provincial Election Commissions and its grassroots at the districts have actively developed and implemented plan to inspect and supervise the election activities in the administrative area. The inspection and supervision have been carefully prepared, responsibly and promptly to help localities and establishments disassemble or record the proposal of competent authorities to disassemble, give advice, direct, guide and handle problems arising in the election preparation process. In general, up to now, the preparation for the election has basically completed the working contents in accordance with the laws, on schedule, and on prescribed timetable to ensure safety and meet the requirements of all election-related jobs.

- Sir, for the time to come what major contents should Binh Duong provincial Election Commission focus on to make the election a true political festival of the people?

- Up to now, the preparation for the election has basically completed its working contents in accordance with the law, on schedule, and on time to ensure safety and requirements in all inter-work of the plan set out by Binh Duong provincial People's Committee. In the coming time, to ensure the successful election, Election Commission of the province and localities need to focus on continual performance of a number of key tasks: the tasks according to the implementation plan for election of candidates to the 15th tenure National Assembly Delegation and the People's Council members at all levels of the 2021-2026 tenure have proposed; propaganda on the election process, especially focusing on propaganda to households and hostels with leaflets of candidate's biographies, the rights and obligations of citizens in election and voting process are promoted; model of "Sample voting booth" to propagate to voters and workers on Binh Duong television, the media and on the provincial election information page is built.

Binh Duong provincial Election Commission will direct the good implementation of the electoral roll up and listing; will be well prepared for the 3rd Consultative Conference; will publish the official list of candidates according to regulations and will post summary biographies of the candidates and list of legal electors to create all favorable conditions for the candidate to meet with voters and perform their rights to campaign for voting in accordance with the laws. Along with that is the organization of training on election profession and promotion of the application of information technology in election process such as software to synthesize election results, to print the voter card from the electoral register, to build mobile apps for electoral teams for reporting voter turnout on election day.

The Steering Committee of Binh Duong provincial Election Commission continues to hold regular weekly meetings to listen to reports on election progress; to inspect the election preparation in each locality; to promote the role of the electoral subcommittees and electoral boards in the constituencies; to focus on promptly and lawfully settling citizens' complaints and denunciations before, during and after the election; to fully and best prepare the facilities, logistics and service to ensure the democratic, safe and economical election.

The Standing Committee of Binh Duong provincial People's Council will supervise the preparation for election of People's Council deputies at all levels for the 2021-2026 tenure in the province in phase 2. Thereby, it will promptly detect and propose solutions to limitations and remove difficulties and problems in the electoral process. After the voting results are available, the first meeting of the People's Councils at all levels will be held to elect the positions of the People's Councils and the titles of the People's Committee and people's jury.
